Enclosed for consideration and approval by the Council of the District of Columbia is an
emergency bill, the "Modification Nos. 14, 14A, 14b, 14c, and 15 to Contract No. CW92308 with
Universal Healthcare Management Services, Inc., Approval and Payment Authorization
Emergency Act of 2024," and the accompanying emergency declaration resolution.
The legislation will approve Modification Nos. 14, 14A, 14b, 14c, and 15 to Contract No.
CW92308 with Universal Healthcare Management Services, Inc., for group home services for
District youth, to fully exercise option year three of the contract. In addition, this legislation will
approve payment for the goods and services received and to be received under the modification.

17 To declare the existence of an emergency with respect to the need to approve Contract No.
18 CW92308 with Universal Healthcare Management Services, Inc., and Modification Nos.
19 14, 14A, 14b, 14c, and 15 to Contract No. CW92308, and to authorize payment for the
20 goods and services received and to be received under the contract and modifications.

22 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
23 resolution may be cited as the "Modification Nos. 14, 14A, 14b, 14c, and 15 to Contract No.
24 CW92308 with Universal Healthcare Management Services, Inc., Approval and Payment
25 Authorization Emergency Declaration Resolution of 2024".
26 Sec. 2. (a) There exists a need to approve Contract No. CW92308 with Universal
27 Healthcare Management Services, Inc., and Modification Nos. 14, 14A, 14b, 14c, and 15 thereto,
28 and to authorize payment for the goods and services received and to be received under the
29 contract and modifications.
30 (b) On June 24, 2024, by Modification No. 14, the Office of Contracting and
31 Procurement ("OCP"), on behalf of the Department of Youth Rehabilitation Services, partially
32 exercised option year three for the period July 14, 2024, through October 13, 2024 in the not-to-
33 exceed amount of $338,702.
34 (c) Modification No. 14A was an administrative modification.
35 (d) On September 20, 2024, by Modification No. 14b, OCP increased the capacity of the
36 contract without amending the not-to-exceed amount of option year three.
37 (e) On October 11, 2024, by Modification No. 14c, OCP extended the partial exercise of
38 option year three through January 15, 2025 and increased the not-to-exceed amount of option
39 year three by $354,830.67, from $338,702 to $693,532.67.
40 (f) Proposed Modification No. 15 will fully exercise option year three through July 13,
41 2025 and increase the total not-to-exceed amount of option year three by $664,997.33, from
42 $693,532.67 to $1,358,530.
43 (g) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved
44 December 24, 1973 (87 Stat. 803; D.C. Official Code § 1–204.51(b)(1)), Council approval is
45 necessary since Modification No. 15 will increase the value of the contract to more than $1
46 million during a 12-month period.
47 (h) Approval is necessary to allow the continuation of these vital services. Without this
48 approval, Universal Healthcare Management Services, Inc. cannot be paid for goods and services
49 provided in excess of $1 million for the period July 14, 2024, through July 13, 2025.
50 Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
51 emergency circumstances making it necessary that the Contract No. CW92308 with Universal
52 Healthcare Management Services, Inc., Approval and Payment Authorization Emergency
53 Declaration Resolution of 2024 be adopted after a single reading.
54 Sec. 4. This resolution shall take effect immediately.
