Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification No. M0015 to Contract No. CW87285 with Standard Insurance Company
to exercise option year four in the not-to-exceed amount of $35,327,792. The period of
performance is from January 15, 2025, through January 14, 2026.
Under the proposed modification, Standard Insurance Company will continue to provide and
administer life insurance and disability benefit plans to employees of the District of Columbia,
their eligible dependents, and retirees.

The contractor’s Citywide Clean Hands report was received on September 17, 2024, and indicates
no outstanding liabilities with the District.

agency for the fiscal year and is consistent with the financial plan and budget adopted in

CERTIFICATION OF THE AVAILABILITY OF FUNDING
FOR THE STANDARD LIFE INSURANCE CONTRACT
FOR POST- SEPTEMBER 30, 1987 DISTRICT EMPLOYEES
FOR THE PERIOD JANUARY 15, 2025 THROUGH SEPTEMBER 30, 2025

The District’s share of premiums (33 percent of basic coverage) for the fourth option year of the life
insurance contract (contract number CW87285) with the Standard Insurance Company (“Standard
Life Insurance Contract”) is estimated at $2,254,972, based on estimated enrollment data and
premium levels provided by the Office of Contracting and Procurement and the D.C. Department of
Human Resources. Under this contract, employees pay 100 percent of the premiums for additional
optional life insurance benefits, accidental death and dismemberment insurance, and long- and short-
term disability insurance. Option year four of the contract is from January 15, 2025 through January
14, 2026. This statement is to certify that the District’s estimated $1,691,229 premium cost and the
employees’ estimated $24,804,615 premium cost, for a total estimated premium cost of $26,495,844,
will be available to fund the Standard Life Insurance Contract from the beginning of option year four
(January 15, 2025) through the end of FY 2025 (September 30, 2025). For the remaining period of
option year four of the Standard Life Insurance Contract, October 1, 2025 through January 14, 2026,
the District will seek budget authority through the FY 2026 appropriation for its share of the
premium cost in the estimated amount of $563,743. The employees’ share of the premium cost from
October 1, 2025 through January 14, 2026 is estimated to be $8,268,205, for a total estimated
premium cost of $8,831,948. The total maximum amount of the contract for option year four of the
Standard Life Insurance Contract is estimated at $35,327,792. The approval of each option year
beginning January 15th and ending January 14th is contingent upon the approval of that fiscal year’s
appropriated budget. The cost of life insurance benefit premiums is included in Account Group
701400C, Fringe Benefits, which is part of each agency's budget, as appropriate. The employees’
cost will be deducted from their paychecks.
