               IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

                                   December 3, 2024

To declare the existence of an emergency with respect to the need to approve multiyear

       Contract No. CW117729 with Globe Manufacturing Company, LLC, and to

       authorize payment for the goods and services received and to be received under

       the contract.

        RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That

this resolution may be cited as the “Contract No. CW117729 with Globe Manufacturing

Company, LLC Approval and Payment Authorization Emergency Declaration Resolution

of 2024”.

        Sec. 2. (a) There exists an immediate need to approve multiyear Contract No.

CW117729 with Globe Manufacturing Company, LLC and to authorize payment for the

goods and services received and to be received under the contract.

        (b) On August 2, 2024, the Office of Contracting and Procurement, on behalf of

the Fire and Emergency Medical Services Department, executed Contract No.

CW117729 with Globe Manufacturing Company, LLC to provide personal protective

equipment for structural and proximity firefighting.

        (c) The not-to-exceed price for the term of this multiyear contract with Globe

Manufacturing Company, LLC is $15,848,608.48 for the 5-year period of performance.

        (d) Under section 451(b)(1) of the Home Rule Act (D.C. Official Code § 1-

204.51(b)(1)), Council approval is necessary as the value of the contract is more than $1

million during a 12-month period.

        (e) Approval is necessary to allow the continuation of these vital services.

Without this approval Globe Manufacturing Company, LLC cannot be paid for goods and

services provided in excess of $1 million for the period from August 2, 2024 through

August 1, 2025.

        Sec 3. The Council determines that the circumstances enumerated in section 2

constitute emergency circumstances making it necessary that the Contract No.

Authorization Emergency Act of 2024 be adopted after a single reading.

      Sec. 4. This resolution shall take effect immediately.
