17 To declare the existence of an emergency with respect to the need to amend Section 110 of Title
18 18 of the District of Columbia Municipal Regulations to empower the Director of the
19 Department of Motor Vehicles to waive requirements related to renewal of driver licenses
20 and identification cards, and to amend the District of Columbia Traffic Act, 1925 to make
21 a conforming amendment.
22 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
23 resolution may be cited as the “Driver License and Identification Card Renewal Emergency
24 Declaration Resolution of 2024”.
25 Sec. 2. (a) Proof of identity is regularly required to obtain housing, employment, or
26 education. The Council, therefore, recognizes the importance of ensuring residents can quickly
27 and easily obtain and renew identification documents such as driver licenses and identification
28 cards.
29 (b) Current District regulations restrict and place conditions on driver license and
30 identification card holders’ ability to renew their identifying documents before their expiration
31 date, creating an unnecessary barrier to the timely renewal of these identifying documents.
32 (c) This emergency legislation is necessary to ensure that District residents maintain access
33 to driver licenses and identification cards.

34 Sec. 3. The Council of the District of Columbia determines that the circumstances
35 enumerated in section 2 constitute emergency circumstances making it necessary that the Driver
36 License and Identification Card Renewal Emergency Amendment Act of 2024 be adopted after a
37 single reading.
38 Sec. 4. This resolution shall take effect immediately.
