14 To recognize, honor, and express gratitude to Alberta L. Paul for her years of service to the
15 District of Columbia on the occasion of her retirement from the District Department of
16 Transportation.

18 WHEREAS, Ms. Alberta L. Paul is a fifth-generation Washingtonian who has dedicated
19 over 40 years to public service in the District of Columbia;
20
21 WHEREAS, Ms. Paul began her career as a manager at Control Data Corporation’s
22 pioneering computer manufacturing plant on N Street NE, where she led training programs for
23 District residents in partnership with the District government;
24
25 WHEREAS, Ms. Paul helped establish one of the largest utility training centers in the
26 region on Eckington Place, NE. Through collaboration with Pepco, Verizon, Comcast, and
27 Washington Gas, Ms. Paul assisted in creating a 6-month training program that supported residents
28 in developing literacy and trade skills. Over 130 full-time job placements resulted from these
29 efforts;

31 WHEREAS, since 2005, Ms. Paul has served as a Communication Specialist in the
32 Infrastructure Program Management Administration (IPMA) at the District Department of
33 Transportation (DDOT);
34
35 WHEREAS, in this position, Ms. Paul has drafted technical responses to public inquiries,
36 set communication standards through DDOT’s Blue Book, written and edited traffic advisories,
37 and compiled recruitment data to support future engineers. In addition, she developed essential
38 safety guides to protect DDOT employees working across communities in the District;
39
40 WHEREAS, Ms. Paul also is known for her presentations on complex infrastructure
41 projects, including bridges, tunnels, roadways, sidewalks, and landscaping. Her presentations are
42 crafted to ensure public understanding even when project engineers are unavailable.

44 WHEREAS, Ms. Paul has played a vital role in interagency coordination, addressing
45 infrastructure concerns across agencies to ensure timely project execution. Ms. Paul also has
46 mentored numerous incoming engineers, guiding them through District policies, standards, and
47 procedures to enable swift integration and effective project delivery;

49 WHEREAS, Ms. Paul’s commitment to the District extends beyond DDOT, as she spends
50 a significant amount of time working on behalf of her home community in Ward 7 where she
51 remains an active and dedicated civic leader, serving as a longtime board member of the Penn
52 Branch Community Association;

54 WHEREAS, Ms. Paul also helped lead the District’s efforts to establish memorials
55 honoring the lives lost on September 11, 2001. Ms. Paul was instrumental in securing funding to
56 create several 9/11 Memorial Parks throughout the District, including one in Ward 7's Penn Branch
57 neighborhood. Ms. Paul has continued to advocate for the upkeep of this Ward 7 memorial, most
58 recently through a $25,000 Sustainable Community award to the Penn Branch Community
59 Association in 2022 in partnership with Pepco; and

61 WHEREAS, Ms. Paul is highly valued and regarded by members of the legislative and
62 executive branches of the District government as a consummate professional who has delivered
63 high-quality service to the residents of the District of Columbia for decades, both inside and outside
64 of the government.

66 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
67 resolution may be cited as the “Alberta L. Paul Ceremonial Recognition Resolution of 2024”.

69 Sec. 2. The Council recognizes and thanks Alberta L. Paul on the occasion of her retirement
70 from DDOT and for the distinguished service and valuable contributions she has made to the
71 residents of the District of Columbia.

73 Sec. 3. This resolution shall take effect immediately.
