Pursuant to D.C. Official Code § 47-363(a), I am transmitting the enclosed request to reprogram $955,059.62 of FY
2025 Local Funds – 1010001 -Local Funds within the Department of Health. The attached reprogramming
memorandum provides a detailed justification for why funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2025 Local Funds – 1010001 - Local Funds in the amount
of $955,059.62 within the Department of Health. This reprogramming request addresses a
projected deficit for the Animal Services Contract within the Environmental Health
Administration. The funds will be reprogrammed as outlined on the attached attributes sheet and
additional details are contained in the agency’s submission.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the Continuing
Appropriations and Extensions Act, 2025, Pub. L. No. 118-83, approved September 26, 2024, the Office of the Chief
Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram Fiscal Year 2025 Local funds budget
authority in the amount of $955,060 within the Department of Health (DOH). Funds are needed to support the Animal
Shelter contract.
This action will reprogram budget authority within DOH’s Food, Drug, Radiation, and Community Hygiene program,
from Account Groups 701100C (Continuing Full Time) and 701400C (Fringe Benefits - Current Personnel), to
Account Group 713200C (Contractual Services – Other). Funds are available due to projected underspending in
personnel services for the Environmental Health Services Administration.
The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an adverse impact on
DOH’s budget or the District’s financial plan. The OCFO has no objection to this reprogramming request.
