Pursuant to Section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Contract No. 24-HPTF-CON-5 with Congress LIHTC Owner, LLC in the amount of
$32,954,156.84.
Under the proposed contract, the District will loan $32,954,156.84 ($24,718,500 from the Housing
Production Trust Fund and $8,235,656.84 from the National Housing Trust Fund) to Congress
LIHTC Owner, LLC for the purpose of financing certain eligible acquisition costs,
predevelopment costs, soft costs, and construction hard costs for 69 units of permanent supportive
housing located at 1109 Congress Street NE in Ward 6.
