A RESOLUTION

To declare the existence of an emergency with respect to the need to amend the Deputy Mayor
for Planning and Economic Development Limited Grant-Making Authority Act of 2012
to authorize the Deputy Mayor for Planning and Economic Development to issue grants
to the Golden Triangle Business Improvement District to support the production of a
Downtown Sub-Area Plan.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “DMPED Grantmaking Authority Emergency Declaration
Resolution of 2024”.
Sec. 2. (a) The Fiscal Year 2025 Local Budget Act of 2024, effective September 18, 2024
(D.C. Law 25-218; 71 DCR 8366), appropriated $500,000 to the Deputy Mayor for Planning and
Economic Development (“DMPED”) to support downtown sub-area planning initiatives for the
Penn West and Downtown West/Golden Triangle neighborhoods.
(b) DMPED has determined that the most advantageous way to use the funds is in the
form of a grant to the Golden Triangle Business Improvement District to conduct the appropriate
planning activities.
(c) DMPED does not currently have the authority to grant these funds to the Golden
Triangle Business Improvement District on a non-competitive basis for the purposes intended.
(d) Any delay in the disbursement of these funds will unnecessarily delay planning
activities vital to the economic development of the sub-areas.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the DMPED Grantmaking Authority
Amendment Act of 2024 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
