To declare the existence of an emergency with respect to the need to approve Modification Nos.
15, 16, 17, and 18 to Contract No. CW93185 with Genuine Parts Company dba NAPA,
and to authorize payment for the goods and services received and to be received under
the contract.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. 15, 16, 17, and 18 to Contract No. CW93185
with Genuine Parts Company dba NAPA Approval and Payment Authorization Emergency
Declaration Resolution of 2024”.
Sec. 2. (a) There exists an immediate need to approve Modification Nos. 15, 16, 17, and
18 to Contract No. CW93185 with Genuine Parts Company dba NAPA, and to authorize
payment for the goods and services received and to be received under the contract.
(b) On July 17, 2024, by Modification No. 15, the Office of Contracting and Procurement
(“OCP”), on behalf of the Fire and Emergency Medical Services Department (“FEMS”),
partially exercised Option Year 3 of Contract No. CW93185 with Genuine Parts Company dba
NAPA to provide operational and logistical management, inventory control, and vehicle parts for
the period from August 6, 2024, through September 30, 2024, in the not-to-exceed amount of
$467,000.
(c) On August 29, 2024, by Modification No. 16, OCP, on behalf of FEMS, extended the
partial exercise of Option Year 3 through October 15, 2024, at no additional cost.
(d) On October 1, 2024, by Modification No. 17, OCP, on behalf of FEMS, extended the
partial exercise of Option Year 3 through November 15, 2024, and increased the not-to-exceed
amount to $842,000.
(e) Proposed Modification No. 18 would exercise the remainder of Option Year 3 through
December 29, 2024, and increase the not-to-exceed amount to a total not-to-exceed amount of $2
million.
(f) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is
necessary as these modifications will increase the value of the contract to more than $1 million
during a 12-month period.

(g) Approval is necessary to allow the continuation of these vital services. Without this
approval, Genuine Parts Company dba NAPA cannot be paid for goods and services provided in
excess of $1 million for the period from August 6, 2024, through December 29, 2024.
Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Modification Nos. 15, 16, 17, and 18 to Contract No. CW93185 with Genuine Parts Company
dba NAPA Approval and Payment Authorization Emergency Act of 2024be adopted after a
single reading.
Sec. 4. This resolution shall take effect immediately.
