Enclosed for consideration and approval by the Council of the District of Columbia is proposed
emergency resolution “Multiyear Contract No. CW117729 with Globe Manufacturing Company,
LLC Emergency Approval Resolution of 2024,” and the accompanying emergency declaration
resolution, which would approve multiyear Contract No. CW117729 with Globe Manufacturing
Company, LLC, in the not-to-exceed price of $15,848,608.48. The contract’s period of
performance is August 2, 2024, through August 1, 2029.
Under the contract, Globe Manufacturing Company, LLC, will provide personal protective
equipment for structural and proximity firefighting. Approval is necessary to allow the District to
receive these vital goods and services, and the critical requirements of the District can only be
met through a sole source award of the proposed multiyear contract. Council approval is required
by section 451(c)(3) of the District of Columbia Home Rule Act, approved December 24, 1973,
87 Stat. 803, Pub. L. 93-198; D.C. Official Code § 1-204.51(c)(3).

17 To declare the existence of an emergency with respect to the need to approve multi year Contract
18 No. CWl 17729 with Globe Manufacturing Company, LLC, and to authorize payment for
19 the goods and services received and to be received under the contract.

21 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
22 resolution may be cited as the " Contract No. CWI 17729 with Globe Manufacturing Company ,
23 LLC Emergency Declaration Resolution of 2024".
24 Sec. 2. (a) There exists an immediate need to approve Contract No. 117729 with Globe
25 Manufacturing Company, LLC, and to authorize payment for the goods and services received
26 and to be received under the contract.
27 (b) On August 2, 2024, the Office of Contracting and Procurement ("OCP"), on behalf of
28 the Fire and Emergency Medical Services Department ("FEMS"), entered into a letter contract
29 for the period August 2, 2024, though October 31 , 2024, in the not-to-exceed amount of
30 $989,758.40.
31 (c) On August I 6, 2024, by Modification No. 1, the term of the letter contract was
32 extended through November 30, 2024.
33 (d) OCP, on behalf of FEMS, now wishes to enter into a definitive multiyear contract
34 with Globe Manufacturing Company, LLC, in the not-to-exceed amount of $15,848,608.48 for
35 the period August 2, 2024, through August 1, 2029.
36 (e) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved
37 December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is
38 necessary since the value of the contract is more than $1 million during a 12-month period.
39 (f) Approval is necessary to allow the District to receive these vital goods and services.
40 Without this approval, Globe Manufacturing Company, LLC cannot be paid for goods and
41 services provided in excess of $1 million for the period August 2, 2024, through August 1, 2029.
42 Sec 3. The Council of the District of Columbia determines that the circumstances
43 enumerated in section 2 constitute emergency circumstances making it necessary that the
44 Multiyear Contract No. CW117729 with Globe Manufacturing Company, LLC Approval and
45 Payment Authorization Emergency Declaration Resolution of 2024 be adopted after a single
46 reading.
47 Sec. 4. This resolution shall take effect immediately.
