17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
18 resolution may be cited as the "Food Policy Council Nicholas Stavely Confirmation Resolution
19 of 2024".
20 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

28 Council and Director Establishment Act of 2014, effective March 10, 2015 (D.C. Law 20-191;

30 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
31 upon its adoption, to the nominee and to the Mayor.
32 Sec. 4. This resolution shall take effect immediately.

- Provide strategic direction and leadership for local and regional healthy food incentive
programs for FRESHFARM.
- Lead program fundraising efforts to ensure continuity and growth of food access services
for thousands of area residents and dozens of local farmers.
- Implement all aspects of FRESHFARM’s food access programming:
- Produce Plus, a $1.5+ million annual DC Department of Health-funded healthy
food access program across Washington, DC, serving 6,000 customers and 50+
local farmers.
- GusNIP Coalition, $2.9 million, 4 year USDA-funded regional direct-to-consumer
SNAP incentive project with more than 80 partners across Washington, DC,
Maryland, and Northern Virginia.
- $290,000 portfolio of independently-funded benefit incentive programs across all
25+ FRESHFARM farmers markets and farm stands.
- Create, manage, and mentor 3 FT positions to implement the department's
responsibilities.
Farmers Market Program Manager Jan 2020 – Sept 2021
- Led integration of farmers market operations between Community Foodworks and
FRESHFARM, helping to create the 3rd largest farmers market management
organization in the country.
- Managed SNAP Incentives across 44 area farmers markets, farm stands, mobile
markets, and CSAs; oversaw program outreach efforts; tested innovative technology
pilots; orchestrated data collection and reporting procedures; adhered to federal
evaluation requirements:
- Co-PI for FF FINI project, DC FreshMatch; network of 39 SNAP retailers
- Northern Virginia Region Lead, Virginia FreshMatch; 17 SNAP retailers
- Implement EBT / SNAP processing and SNAP & FMNP incentives at 28 sites
- Maintained data management system, The Market Tracker, to collect, order, and analyze
30,000+ annual points of vendor sales and incentive program data.
- Improved low-capacity partner market data and management capacity by sharing and
adapting The Market Tracker to partner needs with software consultant.
Community Foodworks
General Operations Manager Jan 2017 – Dec 2019
- Oversaw daily operations and marketing for a regional network of 15 farmers markets
and farm stands that generated $4.3 million gross sales for 145 farmers and food
producers in 2019, including $399,000 redeemed in federal food benefits and incentives.
- Implemented all aspects of EBT / SNAP processing and SNAP & FMNP incentives.
- Oversaw implementation and growth of Virginia Fresh Match at 20 farmers markets as
Northern Regional Lead for state-wide FINI-funded SNAP incentive program.
- Processed administrative, financial, and tax responsibilities with team; 990, audit prep.
Farmers Market Manager May 2014 – Dec 2016
- Managed daily market operations, marketing, outreach, and partnership development.
- Permit expedition with local and federal government.
- Represented CFW to all stakeholders, built goodwill, recruited and retained volunteers.

Nicholas Stavely
Mr. Nicholas Stavely is a food systems and nutrition benefit expert with
8 years of proven success in organizational growth, farmers market
network management, EBT / SNAP implementation, Healthy Food
Incentive program expansion and digitization, data collection, nonprofit
financial controls management, and all aspects of federal grants
management. Mr. Stavely has developed lasting public and private
partnerships, strengthened local and regional markets, and built
organizational capacity through grassroots management, outreach,
fundraising, and innovative program development.
A Ward 1 resident, Mr. Stavely earned his Bachelor of Science in
Agricultural and Resource Economics with a Minor in Sustainability Studies from the University
of Maryland, College Park.
