A CEREMONIAL RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
October 29, 2024
To recognize, honor, and celebrate the late Judith “Judy” Havemann for her public service.
WHEREAS, Mrs. Havemann, though born in Vinton, Iowa, was a longtime resident of
the District of Columbia, where she worked at the Washington Post for 33 years, and served as
the first elected Commissioner of Single Member District 3A02 in ANC 3A until her death;
WHEREAS, Mrs. Havemann was a dedicated and responsive representative for her
constituents while serving on the ANC;
WHEREAS, Mrs. Havemann earned her BA in Journalism from Michigan State
University and, after graduating, reported for the Chicago American and then for the Sun-Times
where she met her husband Joel Havemann;
WHEREAS, Mrs. Havemann entered journalism at a time when the field included few
women, eventually serving as chief newsroom recruiter at the Washington Post, finding and
mentoring budding journalists, some of whom went on to be awarded the Pulitzer Prize;
WHEREAS, during her time at the Washington Post, Mrs. Havemann was a delightful
and respected colleague to many, bringing her powers of observation, talent at writing and
editing, sense of humor, and joy to the newsroom and to readers; for example, as food editor she
created a beloved annual “Cookie Issue” during the holiday season;
WHEREAS, upon leaving the Washington Post in 2006, Mrs. Havemann edited the
Wilson Quarterly, an award-winning digital journal published by the Woodrow Wilson
International Center for Scholars here in the District;
WHEREAS, Mrs. Havemann went on to teach journalism at the University of Maryland
College Park and became director of public affairs of the National Endowment for the
Humanities;
WHEREAS, Mrs. Havemann ran as a write-in candidate in the 2022 General Election for
the new ANC3A02 seat;

WHEREAS, Mrs. Havemann was a passionate and effective advocate on behalf of her
Advisory Neighborhood Commission 3A constituents, particularly in making available
information about the new WMATA bus routes proposed in the Better Bus initiative;
WHEREAS, Mrs. Havemann passed away on July 28, 2024;
WHEREAS, Mrs. Havemann is survived by her children, Theresa, Anne, William, and
Margaret, and her 7 grandchildren.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Judith Havemann Posthumous Recognition Resolution of 2024”.
Sec. 2. The Council of the District of Columbia recognizes, honors, and celebrates Judith
“Judy” Havemann for her considerable contributions to the District.
Sec. 3. This resolution shall take effect immediately.
