Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Human Care Agreement No. CW118455 with Constituent Services Worldwide Public
Benefit Corporation in the not-to-exceed amount of $3,147,062. The period of performance is one
year from the date of the award.
Under the proposed human care agreement, Constituent Services Worldwide Public Benefit
Corporation will provide education and occupational training and job placement services for the
District’s Temporary Assistance for Needy Families program.

of customers referred to as base compensation, an incentive
fee based on the Contractor’s ability to meet or exceed the
performance standards outlined in the 27 DCMR 1610, and
a cost-reimbursable compensation based upon the amount
of allowable incentives, stipends, and discrete work-related
expenses.
Term of Contract: Twelve months from date of award
Type of Contract: Human Care Agreement (HCA) which task orders
(contracts) are to be issued for District requirements.

(C) The goods or services to be provided, the methods of delivering goods or services, and any
significant program changes reflected in the proposed contract:
The HCA related to the Temporary Assistance for Needy Families (TANF) Education and
Occupational Training (EOT) and Job Placement (JP) services encompasses eight service providers
tasked with assisting TANF customers in enhancing their education and occupational skills, and job
placement services enabling them to build their capacity to enter the workforce and pursue stable
employment opportunities that provide family-sustaining income.
The EOT and JP services shall assist customers who are entering the workforce by helping them
search for, secure, and retain unsubsidized employment, decrease the customers’ dependence on
public assistance, and create a pathway for customers to achieve economic stability for the whole
family.
EOT and JP services include training, support in educational progression, and credentialing are
essential in aiding TANF recipients to obtain and retain unsubsidized employment. Maintaining
continual employment is the sole focus of the TANF EOT and JP programs. The EOT and JP
services have a definite probability of leading non-exempt adult TANF customers to not only retain
employment but to succeed in promotional opportunities within their respective career pathways.
(D) The selection process, including the number of offerors, the evaluation criteria, and the
evaluation results, including price, technical or quality, and past performance components:
On April 5, 2024, an RFQ was issued to qualify providers seeking to provide TANF EOT and JP
services on behalf of the Department of Human Services (DHS). The closing date for the
submissions was May 1, 2024. The submissions were evaluated in accordance with the RFQ
requirements by the technical evaluation panel. There were 12 offerors who submitted proposals in
response to solicitation Doc706665. Eleven offerors were deemed qualified, one was deemed not
qualified, and eight providers were issued an HCA for TANF Education and Occupational Training
and Job Placement services.
Twelve months from the date of award , the HCA CW118453 is anticipated to be awarded to
Constituent Services Worldwide Public Benefit Corporation in the amount of NTE $3,147,062.
The regulated rate is set forth by 27 DCMR §1610. The period of performance includes a base with
four option periods.
On June 17, 2024, Pursuant to 27 DCMR 1906.1, the Contracting Officer conducted the final
independent review of the submitted statement of qualifications for compliance based on the criteria
set forth in 27 DCMR, Section 1905.4. In addition, the CO reviewed all TEP individual assessments

 and Consensus reports. The CO was present at all consensus meetings. As a result of the above
independent review, the CO certified the financial and professional responsibility and determined the
following providers to be responsible and qualified for the TANF Education and Occupational
Training and Job Placement services HCA.
(1) Constituent Services Worldwide Public Benefit Corporation is a sole proprietorship organized
to provide case management and workforce development services to individuals from a wide
range of vulnerable and low-income populations.
(2) The CO certified the financial and professional responsibility for Constituent Services
Worldwide Public Benefit Corporation based upon the criteria set forth in 27 DCMR Sections
2200.4 and 1906.2 (b) within the determination and findings for responsibility and
qualification.
(3) Constituent Services Worldwide Public Benefit Corporation has provided the same or
similar services for the District and received positive performance ratings. This evidence is
provided in their past performance dated July 29, 2024. The provider of these services and
their performance have been consistent, in conformance, and satisfactory.
(E) A description of any bid protest related to the award of the contract, including whether the
protest was resolved through litigation, withdrawal of the protest by the protestor, or
voluntary corrective action by the District. Include the identity of the protestor, the grounds
alleged in the protest, and any deficiencies identified by the District as a result of the protest:

(F) The background and qualifications of the proposed contractor, including its organization,
financial stability, personnel, and performance on past or current government or private
sector contracts with requirements similar to those of the proposed contract:
Constituent Services Worldwide Public Benefit Corporation has the background, necessary
qualifications, and adequate financial resources to perform the contract and the ability to obtain
those resources. The evidence is provided from the provider’s financial history as reported by the
Dun and Bradstreet Business Report completed on June 21, 2024. The provider has provided the
same or similar services for the District and received positive performance ratings. This evidence is
provided in their past performance dated July 29, 2024. The provider of these services and their
performance have been consistent, in conformance, and satisfactory.
(G) A summary of the subcontracting plan required under section 2346 of the Small, Local, and
Disadvantaged Business Enterprise Development and Assistance Act of 2005, as amended,
D.C. Official Code § 2-218.01 et seq. (“Act”), including a certification that the subcontracting
plan meets the minimum requirements of the Act and the dollar volume of the portion of the
contract to be subcontracted, expressed both in total dollars and as a percentage of the total
contract amount:

 A subcontracting plan waiver, waiving the 35% subcontracting requirement, for the RFQ was
approved by the Department of Small and Local Business Development (DSLBD) on April 11,
2024.
(H) Performance standards and the expected outcome of the proposed contract:
The District expects Constituent Services Worldwide Public Benefit Corporation to provide
services related to TANF Education and Occupational Training and Job Placement services for non-
exempt adult TANF customers to assist them in enhancing assist customers in enhancing their
education and occupational skills, enabling them to build their capacity to enter the workforce and
pursue stable employment opportunities that provide family-sustaining income. As a result, the
participants will be prepared to seek and retain unsubsidized employment, decrease the customers’
dependence on public assistance, and create a pathway for customers to achieve economic stability
for the whole family.
(I) The amount and date of any expenditure of funds by the District pursuant to the contract
prior to its submission to the Council for approval:
None
(J) A certification that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:
Per the funding certificate, the Agency Fiscal Officer Certification certified the availability of
funds.
(K) A certification that the contract is legally sufficient, including whether the proposed
contractor has any pending legal claims against the District:
The Office of the Attorney General has reviewed the proposed HCA for legal sufficiency. The
contractor has no legal claims pending against the District.
(L) A certification that Citywide Clean Hands database indicates that the proposed contractor is
current with its District taxes. If the Citywide Clean Hands Database indicates that the
proposed contractor is not current with its District taxes, either: (1) a certification that the
contractor has worked out and is current with a payment schedule approved by the District;
or (2) a certification that the contractor will be current with its District taxes after the District
recovers any outstanding debt as provided under D.C. Official Code § 2-353.01(b):
The Citywide Clean Hands database certified Constituent Services Worldwide Public Benefit
Corporation is compliant with its District taxes as of September 10, 2024.
(M) A certification from the proposed contractor that it is current with its federal taxes, or has
worked out and is current with a payment schedule approved by the federal government:
The information contained in the Bidder Offeror certification form dated April 26, 2024, certifies
that Constituent Services Worldwide Public Benefit Corporation is current with its federal taxes.

(N) The status of the proposed contractor as a certified local, small, or disadvantaged business
enterprise as defined in the Small, Local, and Disadvantaged Business Enterprise
Development and Assistance Act of 2005, as amended; D.C. Official Code § 2-218.01 et seq.:

or enterprise zone-based business enterprise.

The District has no information indicating that Constituent Services Worldwide Public Benefit
Corporation is debarred or involved in any activity that would disqualify it from consideration for
the award due to the lack of integrity and business ethics as indicated by the search results of the
District’s excluded parties list, federal system of award management OIG excluded parties system
as of June 21, 2024.
