Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Continuing Appropriations and Extensions Act, 2025, Pub. L. No. 118-83, approved September
26, 2024, the Office of the Chief Financial Officer has reviewed the Mayor’s request to reprogram
Capital funds budget authority and allotment in the amount of $6,887,000 from the Department of
General Services (DGS) to the District of Columbia Public Schools (DCPS).
This reprogramming is needed for an HVAC upgrade to a heat pump system at Thomson
Elementary School and the additions of a geothermal well system at the Emery Elementary School
and the Meyer Elementary School. All three capital projects are implemented by DGS.
Capital budget in the amount of $6,887,000 will be reprogrammed from the project below:

DGS requests to reprogram FY 2025 capital funds in the amount of $6,887,000.00 to the DCPS
capital budget in order to fund various HVAC upgrade projects. The reprogramming is required
per Office of the Chief Financial Officer (OCFO) regulations which require funds used for a
particular agency’s facilities to first be reprogrammed to that agency’s capital budget.
Why are the funds needed?
The funds are needed for the following purposes:
$2,487,000.00 for an HVAC upgrade to a heat pump system and other energy efficiency measures
at Thomson Elementary School (100063; AM0.GM102.HVAC REPLACEMENT – DCPS).
$4,400,000.00 for the addition of geothermal well system to existing HVAC replacement projects
at Emery School and Meyer School (100065; AM0.GM121.MAJOR REPAIRS/MAINTENANCE
– DCPS).
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.
How will the funds be reprogrammed?
Funds will be reprogrammed FROM the following projects.

Why are the funds available?
Capital budget in the amount of $6,887,000.00 is available to reprogram because the purpose of
the funding is for the above-mentioned projects.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
The District will not be able to make improvements at these three facilities to help meet the
District’s energy efficiency goals. Further, the funds will not be able to be used towards their
intended purpose, since this reprogramming is required per OCFO regulations.
What programs, services or other purchases will be delayed as a result of the action, and the
impact on the program or agency?
No other projects will be delayed by this action.
