18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
19 resolution may be cited as the "Board of Architecture, Interior Design, and Landscape
20 Architecture Robert Alter Confirmation Resolution of 2024".

SUMMARY OF
EXPERIENCE As Principal of Alter Associates LLC, Mr. Alter continues to act as the chief
landscape architect and project manager for ongoing projects in Maryland
and the District of Columbia begun with Phoenix Land Design, Inc. (which
closed at the end of 2016) as well as all new projects.
As Principal In-Charge of Landscape Architecture and Planning at Phoenix
Land Design, Robert Alter acted as design supervisor and project manager
as well as President and CFO of a multi-disciplinary firm of 20 employees.
Mr. Alter has worked for more than forty-five years in the fields of land
planning, landscape architecture, and urban design. He has designed and
supervised the design of a wide variety of projects which have ranged from
the planning of large multi-use development projects to the preparation of
construction documents for large recreation parks, urban streetscapes, site
renovations, and residential and commercial development. In the
development field, Mr. Alter has been responsible for the preparation of
numerous feasibility studies and preliminary plans, as well as providing
expert witness testimony.

Robert J. Alter
Mr. Robert J. Alter first moved to the District of Columbia area while
serving in the U.S. Army. Upon leaving the Army, he secured a job as a
landscape architect with a landscape architecture and planning firm in
Bethesda, Maryland, and shortly after, moved to Reston, Virginia. He took
a job as a Senior Urban Designer with the Maryland National Capital Park
and Planning Commission in Prince George’s County working to improve
that county’s aging commercial corridors in older communities. He then
moved to the Capitol Hill area. He continues to enjoy everything the
District of Columbia has to offer to this day.
After moving to the District of Columbia, Mr. Alter became licensed as a landscape architect in
Maryland, the first jurisdiction in the Washington metropolitan area to license landscape architects.
He then returned to the private sector, working on the design of both public improvement projects
and private land development in most of the Maryland counties around Washington and Baltimore
and in southern Maryland. For most of the next 25 years, Mr. Alter served as President and CEO
of Phoenix Land Design, Inc. (PLD), located in Upper Marlboro, MD, while also acting as the
chief landscape architect and planner.
Mr. Alter has been active in the American Society of Landscape Architects (ASLA) at both the
national and local levels and is currently a member of both the Maryland and Potomac (serving
DC) Chapters of ASLA. He also serves on the Licensure and State Advocacy Committee of ASLA.
While serving as the Maryland representative on the ASLA Board of Trustees, and as ASLA had
just achieved licensure for landscape architects in all 50 states, he began discussing the possibility
of licensure in the District of Columbia with ASLA’s Managing Director of Government Affairs.
Mr. Alter then worked on the Potomac Chapter of ASLA’s licensing Committee with the District’s
Board of Architecture, Interior Design, and Landscape Architecture (Board). He has served as a
member of the Board since 2022.
A Ward 6 resident, Mr. Alter earned his Bachelor of Science in Agriculture from Perdue University
and his Master of Architecture in Urban Design from Virginia Polytechnic Institute and State
University of Blacksburg, Virginia.
