19 To establish the Unit Renovation Assistance Program for Seniors that will provide
20 subsidies for senior renters in the District of Columbia to update rental units in
21 subsidized and unsubsidized living facilities.

23 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
24
25 act may be cited as the “Unit Renovation Assistance Program for Seniors Act of 2024”.
26
27 Sec. 2. Unit renovation program fund.
28
29 (a) There is established the Unit Renovation Assistance Program Fund, which
30
31 shall be administered by the District of Columbia Housing Authority in accordance with
32
33 this section;
34
35 (b) The fund shall consist of revenue from the following sources:
36
37 (1) $5 million dollars in appropriated funds;
38
39 (2) Grants, fees, donations or gifts from public and private sources;
40
41 (3) Interest earned from the deposit or investment of monies from the fund;
42
43 and
44
45 (4) All revenues, receipts, and fees of whatever source derived from the
46
47 operation of the fund.

49 (c) The District of Columbia Housing Authority shall:
50
51 (1) Annually review program sources to execute continuation of the Fund
52
53 and its program;
54
55 (2) File quarterly reports with the District of Columbia Council on activities
56
57 and expenditures;
58
59 (3) Conduct public hearings and regular assessment of senior renter housing
60
61 needs for renovation of units.

63 Sec. 3. Fiscal impact statement.

65 The Council adopts the fiscal impact statement in the committee report as the
66
67 fiscal impact statement required by section 4a of the General Legislative Procedures Act
68
69 of 1975, approved October 16, 2006 (120 Stat. 2038; D. C. Official Code § 1-301.47a).

71 Sec. 4. Effective date.

73 This act shall take effect following approval by the Mayor (or in the event of veto
74
75 by the Mayor, action by the Council to override the veto), a 30-day period of
76
77 congressional review as provided in section 602(c)(1) of the District of Columbia Home
78
79 Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-
80
81 206.02(c)(1)), and publication in the district of Columbia Register.
