IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
October 15, 2024
To acknowledge and celebrate the 100th Anniversary of the Washington (DC) Alumni Chapter of
Kappa Alpha Psi Fraternity, Incorporated, and recognize its legacy and impact in the
District of Columbia.
WHEREAS, the Fraternity was founded on January 5, 1911, at Indiana University
Bloomington by Elder Watson Diggs, Dr. Bryon K. Armstrong, Dr. Ezra D. Alexander, Atty.
Henry T. Asher, Dr. Marcus P. Blakemore, Paul W. Caine, George W. Edmonds, Dr. Guy L.
Grant, Edward G. Irvin and John M. Lee;
WHEREAS, on Tuesday, October 15, 1924, the Washington (DC) Alumni Chapter of
Kappa Alpha Psi Fraternity, Incorporated was established and chartered by Robert Thompson,
James E. Scott, Maurice Clifford, Percival Y. Hamilton, Forrest D. Speaks, David Carter, Joseph
Moore, Theodore H. Burris, Simon Cunningham, William Henry Greene, William Morris,
Anderson Scott, William West, Frederick Wilkinson, and Dudley Woodard;
WHEREAS, Washington (DC) Alumni Chapter of Kappa Alpha Psi Fraternity,
Incorporated has continued to support the interests, advise and are positive role models to the
following undergraduate chapters in the D.C. Metropolitan area: Xi Chapter at Howard
University, Beta Kappa at the University of the District of Columbia, Kappa Chi at the
Universities of American University, Georgetown University, and George Washington
University, and the Theta Tau at the Howard University Professional Graduate School;
WHEREAS, Washington (DC) Alumni Chapter of Kappa Alpha Psi Fraternity,
Incorporated has consistently implemented the nationally mandated programs of Guide Right,
Kappa League, Achievement Academy, Room to Read, Learn 2 Live, Undergraduate Leadership
Institute, Lead Kappa, G.L.A.D, and Sunday of Hope for St. Jude throughout its history in the
District of Columbia;
WHEREAS, expanding on the Fraternity's nationally mandated programs, the
Washington (DC) Alumni Chapter of Kappa Alpha Psi Fraternity, Incorporated has developed

and implemented unique programs to serve the community of Washington, D.C. through its
Guide Right – Kappa League, The Easter Dawn Dance, Kappa Scholarship Endowment Fund
(KSEF), The Maury Elementary School Partners in Education Program, WKAY 100 (Youth)
Program, Salute to Kappas in Congress, The Washington (DC) Alumni Chapter – Black Party
Celebrating the African American History and Culture of Washington, DC, Guide Right Kappa
Klaus and Toy Drive, Rev. Dr. Martin Luther King, Jr. Prayer Luncheon, The Kappa Take Over,
DC Walter E. Fauntroy Legislative Day;
WHEREAS, on Tuesday, April 7th, 2020, the Washington (DC) Alumni Chapter of
Kappa Alpha Psi Fraternity, Incorporated’s Historic Kappa House received the Kappa Alpha Psi
Way Designation Act of 2020 (Bill 23-449);
WHEREAS, Brothers of the Washington (DC) Alumni Chapter of Kappa Alpha Psi
Fraternity, Inc. led a historic protest march in support of the Black Lives Matter movement on
Sunday July 19, 2020 chaired by Brother Gordon-Andrew Fletcher, Esq under the leadership of
the 44th Polemarch Presley Reed. Brothers of the Flagship supported this movement in their
individual capacities by turning protest into policy and politics. The WAC BLM Protest was held
Sunday July 19, 2020 at 12:30pm with a rally in front of the Historic Kappa House located at
1708 S St. NW Washington, DC 20017, followed by a march to Black Lives Matter Plaza for a
brief program featuring guest speaker Rev. Dr. Howard-John Wesley of the Historic Alfred
Street Baptist Church. We believe that Black Greek Lettered Organizations must stand up and
show solidarity as we stand in support of Black men, women and children throughout our great
nation. This movement is about Black Lives, Black Culture and Black Greek Lettered
Organizations such as Kappa Alpha Psi Fraternity, Inc. which are an integral part
of Black Culture in American History;
WHEREAS, On September 26, 2023 The Washington (DC) Alumni Chapter of Kappa
Alpha Psi Fraternity, Inc. received the “Kappa Alpha Psi Fraternity, Inc. Real Property Tax
Exemption Act of 2023” (Bill 25‐0428) under the leadership of the 48th Polemarch Brandon C.
Craddock. This bill exempted the real property located at 1708 S Street NW, known for
assessment and taxation purposes as Lot 813, Square 154 (the “Property”), from real property
taxes, for a ten-year period beginning January 1, 2024, and ending January 1, 2034, so long as
the Property is owned by Kappa Alpha Psi Fraternity, Inc. (the “Applicant”);
WHEREAS, the Washington (DC) Alumni Chapter of Kappa Alpha Psi Fraternity,
Incorporated has been a vital part of the cultural life of Washington, D.C., throughout its
existence and has served as a training ground for some of America’s most prominent leaders and
professionals, such as Dr. William Henry “Stud” Greene, James E. Scott, Louis R. Mehlinger,
Esq., George E.C. Hayes, Sylvester (Sal) Hall, Leon A. Ransom, William J. Madison, Samuel
A. LaBeach, Lamont H. Lawson, Paul P. Cooke, Armond W. Scott, James M. Coggs, William L.
Crump, James “Biff” Carter, Jr., Louis R. Lautier, Samuel Bullock, Frank D. Reeves, Julian R,

WHEREAS, on Saturday, October 15, 2024, the Washington (DC) Alumni Chapter of
Kappa Alpha Psi Fraternity, Inc. will celebrate 100 years of Achievement in every Field of
Human Endeavor under the leadership of the 49th Polemarch Donald Greenwood and Centennial
Committee Chairman Presley Nelson, Jr.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “100th Anniversary of the Washington (DC) Alumni Chapter of
Kappa Alpha Psi Fraternity, Incorporated Ceremonial Recognition Resolution of 2024.”
Sec. 2. The Council of the District of Columbia acknowledges and congratulates the
Washington (DC) Alumni Chapter of Kappa Alpha Psi Fraternity, Incorporated on its 100th
Anniversary and its legacy of achievement and commitment to the District of Columbia.
Sec. 3. This resolution shall take effect immediately.
