Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2024 Federal Payments – 4015920 in the amount of
$1,192,581.04 within the Department of Housing & Community Development (DB0). The Federal
Payment funds are being moved to various Programs and Cost Centers within the Rental Housing
Commission. The funds will be reprogrammed as outlined on the attached attributes sheet and
additional details are contained in the agency’s submission.

Further Consolidated Appropriations Act, 2024, P.L. 118-14, approved March 23, 2024, the Office
of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram Fiscal Year
2024 Federal Payment funds budget authority in the amount of $1,192,581 within the Department
of Housing and Community Development (DHCD). Budget authority is needed to support
assistance payments in the Housing Counseling program.
This action will reprogram budget authority from DHCD’s Agency Financial Operations, and
Residential and Community Service divisions, Account Groups 701100C (Continuing Full Time),
701200C ( Continuing Full Time – Others), 701400C (Fringe Benefits – Current Personnel), and
713100C (Other Services and Charges), to the Residential and Community Services division,
Account Group 714100C (Government Subsidies and Grants). Budget authority is available due
to vacancy savings and cost savings in employee training.

adverse impact on DHCD’s budget or the District's financial plan. The OCFO has no objection to

Why are the funds available?
The original spending plan included more budget for administrative costs than will actually be used,
primarily in personnel services. The personnel services in Portfolio and Asset Management to administer
the program are not required as initially budgeted, due to earlier than anticipated spend down of
assistance funds.
What hardship will the District faceifthe action is postponed until the subsequent fiscal year? The
District will not beable to continue to fund benefit payments anticipated as part of program close out.

on the program or agency?
