submitting a request to reprogram FY 2024 Special Purpose Revenue Funds - 1060117 in the
amount of $800,000.00 within the Department of Employment Services. The Unemployment
Insurance (UI) Benefits program within the DOES Unemployment Insurance division has a need
to complete contracts and services essential to maintenance of the UI Benefits system in FY 2024.
The funds will be reprogrammed as outlined on the attached attributes sheet and additional details
are contained in the agency's submission.

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Further Consolidated Appropriations Act, 2024, P .L. 118-14, approved March 23, 2024, the Office
of the ChiefFinancial Officer (OCFO) has reviewed the Mayor's request to reprogram Fiscal Year
2024 Special Purpose Revenue funds budget authority in the amount of $800,000 within the
Department of Employment Services (DOES). Budget authority is needed to align the agency's
budget with operational and contractual spending needs for the Unemployment Insurance Benefits
system.
This action will reprogram budget authority within the Unemployment Insurance Division, from
Account Groups 701100C (Continuing Full Time), and 701400C (Fringe Benefits - Current
Personnel), to Account Group 713 IO0C (Other Services and Charges). Budget authority is
available due to vacancy savings.

Fund PS Budget
The Department of Employment Services (DOES) is requesting a budget reprograming of $800
thousand in Special Purpose budget authority within the Department of Employment Services.
Why are the funds needed?
The Unemployment Insurance (UI) Benefits program within the DOES Unemployment
Insurance division has a need to complete contracts and services essential to maintenance of the
UI Benefits system in FY 2024,
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
This reprogramming does not restore any budget cut.
How will the funds be reprogrammed?
‘Surplus PS budget authority from the UI Administration fund under the UI Tax program will be
reprogrammed to NPS budget authority under the UI Benefits program. This is a reprogramming
between accounts within the same division and fund, See the attached worksheet for details.

Why are the funds available?
DOES Unemployment Insurance division has experienced vacancy savings due to position
turnover in FY 24.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
The DOES Unemployment Insurance division will not be able to adequately sustain key
contractual services for the maintenance of the UI benefits system in FY 24.
What programs, services or other purchases will be delayed as a result of the action, and
the impact on the program or agency?
‘No negative impact is anticipated as a result of this reprogramming.
