22 To amend the State Education Establishment Act of 2000 to require the Office of the
23 State Superintendent of Education to develop a curriculum for secondary
24 institutions that include the historic contributions of Muslim, Jewish, Christian,
25 Hindu, Sikh, Buddhist, and any other collective community of faith that helped
26 shape America in history.

28 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA,

30 That this act may be cited as the “Collective Faith Community Historic Contribution
31
32 Curriculum Inclusion Amendment Act of 2024”.
33
34 Sec. 2. Section 2 of the State Education Office Establishment Act of 2000,
35
36 effective October 21, 2000 (D.C. Law 13-176; D.C. Official Code § 38-2602), is
37
38 amended by adding a new subsection (d) to read as follows:
39
40 “(d)(1)(A) Beginning in the school year commencing in August 2025, and each
41
42 year thereafter, OSSE shall include historic contributions to American History of the
43
44 Muslim, Jewish, Christian, Hindu, Sikh, Buddhist, and any other collective community of
45 faith as part of the curriculum at secondary District of Columbia Public or Charter
46
47 Schools.

49 “(B) OSSE, in consultation with the State Board of Education and the Office of
50
51 Religious Affairs, shall develop the materials for a collective communities of faith
52
53 contributions to shaping American history course which may incorporate relevant
54
55 existing public or private materials, personnel and other resources, including individuals
56
57 and organizations that have subject matter and teaching expertise in religion or religious
58
59 studies and have previously developed and implemented a relevant curriculum.

61 “(C) No later than August 2025, the course shall be approved and count as on of
62
63 the 4.0 Carnegie Units required for promotion to graduation pursuant to section 2203.3(b)
64
65 of Title 5 District of Columbia Municipal Regulations (5 DCMR 2203.3(b)).”

67 Sec. 3. Fiscal impact statement.

69 The Council adopts the fiscal impact statement in the committee report as the
70
71 fiscal impact statement required by section 4a of the General Legislative Procedures Act
72
73 of 1975, approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

75 Sec.4. Effective date.

77 This act shall take effect following approval by the Mayor (or in the event of veto
78
79 by the Mayor, action by the Council to override the veto), a 30-day period of
80
81 congressional review as provided in section 602(c)(1) of the District of Columbia Home
82
83 Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-
84
85 206.02(c)(1)), and publication in the district of Columbia Register.
