21 To require the Mayor to submit to the Council an evaluation of proposed senior citizen
22 programs and services to be offered by the Department of Parks and Recreation
23 (“Department”) prior to the closing, discontinuing or relocating of any program or
24 service for senior citizens offered by the Department.

26 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA,
27 That this act may be cited as the “Senior Programming Protection Act of 2024”.
28 Sec. 2. (a) The Mayor must submit to the Council an evaluation of proposed
29 senior citizen programs and services to be offered by the Department of Parks and
30 Recreation (“Department”) prior to the closing, discontinuing or Definitions.
31 (1) This evaluation shall include, but not me limited to: a pedestrian safety
32 and transportation option analysis for participants near proposed closed or discontinued
33 locations to the nearest site with comparable services; and the possible effect, if any, on
34 any, on any federally derived funding by the closing, discontinuing or relocating of
35 services and programs; and plan to increase participation in the affected programs and
36 services.
37 Sec. 4. Fiscal impact statement.
38 The Council adopts the fiscal impact statement in the committee report as the
39 fiscal impact statement required by section 4a of the General Legislative Procedures Act
40 of 1975, approved October 16, 2006 (120 Stat. 2038; D. C. Official Code § 1-301.47a).
41 Sec. 5. Effective date.
42 This act shall take effect following approval by the Mayor (or in the event of veto
43 by the Mayor, action by the Council to override the veto), a 30-day period of
44 congressional review as provided in section 602(c)(1) of the District of Columbia Home
45 Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-
46 206.02(c)(1)), and publication in the district of Columbia Register.
