A CEREMONAL RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
October 1, 2024
To recognize and honor the accomplishments of student advocate Calique Barnes.
WHEREAS, Mr. Barnes is a student advocate and Ward 8 resident;
WHEREAS, Mr. Barnes is also a minister at Prayer and Praise Ministries in Oxon Hill,
Maryland;
WHEREAS, Mr. Barnes attended St. Thomas More Catholic Academy and is currently
a senior at Thurgood Marshall Academy Public Charter High School;
WHEREAS, Mr. Barnes delivered the 2024 keynote address at the Rev. Dr. Martin
Luther King Jr. Annual Prayer Breakfast at Matthews Memorial Baptist Church in Southeast DC;
WHEREAS, on August 29, 2024, Mr. Barnes took his oath of office at Thurgood
Marshall Academy Public Charter High School Library to serve the District of Columbia State
Board of Education as the State Board Student Representative;
WHEREAS, Mr. Barnes will simultaneously serve as the Senior Class President at
Thurgood Marshall Academy Public Charter High School;
WHEREAS, Mr. Barnes has previously served at Junior Class President and worked to
organize students at Thurgood Marshall Academy Public Charter High School to address
important issue when there was not a student government organization on campus;
WHEREAS, Mr. Barnes counts his mother Camille Barnes, his pastor Timothy Proctor,
and DC Councilmember Trayon White, Sr. (Ward 8) among his role models;
WHEREAS, Mr. Barnes stated in the Washington Informer, “I’m simply ready to be that
voice for the youth…who feel that they don’t have a voice. I can bridge that gap between
students and adults. We grew up in an environment filled with negativity so the [school] building
should be the safest [place]. I could get feedback from younger people to see what they need
from different perspectives;”

WHEREAS, Mr. Barnes dreams of attending Morehouse College or Clark Atlanta
University upon graduation from Thurgood Marshall Academy Public Charter High School.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution be cited as the “Calique Barnes Recognition Resolution of 2024”.
Sec. 2. The Council of the District of Columbia recognizes and honors Calique Barnes
for his dedication and achievements as a student advocate, minister and newly appointed State
Board Student Representative to the DC State Board of Education from Ward 8.
Sec. 3. This resolution shall take effect immediately.
