Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am

submitting a request to reprogram FY 2024 Local Funds – 1010001 in the amount of $490,000.00

from the Unemployment Compensation Fund (BH0) to the Department of Employment Services

(CF0). Surplus local budget authority in agency BH0 will be transferred to agency CF0 in order to

fund needed security upgrades at DOES headquarters on Minnesota Ave. The funds will be

reprogrammed as outlined on the attached attributes sheet and additional details are contained in

the agency’s submission.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the

Fmther Consolidated Appropriations Act, 2024, P .L. 118-14, approved March 23, 2024, the Office

of the Chief Financial Officer (OCFO) has reviewed the Mayor's request to reprogram Fiscal Year

2024 Local funds budget authority in the amount of $490,000 from the Unemployment

Compensation Fund (UCF) to the Department of Employment Services (DOES). The funds are

needed to supp011 security related infrastructure upgrades.

This reprogramming is below the $500,000 tlu·eshold amount requiring approval by Council.

However, another reprogramming from DOES has already been approved, and this reprogranuning

would result in a cumulative change to the budget of DOES of more than $500,000.

This action will reprogram budget authority from UCF's Unemployment Compensation program,

Account Group 7141 00C (Govenrn1ent Subsidies and Grants), to DOES' Agency Management

division, Account Group 713200C (Contractual Services - Other). Funds are available due to

lower-than-anticipated payments for unemployment compensation claims.
