Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2024 Special Purpose Revenue Funds – The Department of
Energy and Environment – Fish & Wildlife Division in the amount of $7,000.00 within the
Department of Energy & Environment. FWD anticipated applying for a grant for boating access
in FY24 but did not thus the SPR funds that would have been used to match the federal grant are
being moved for use on other projects. The funds will be reprogrammed as outlined on the attached
attributes sheet and additional details are contained in the agency’s submission.

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Further Consolidated Appropriations Act, 2024, P.L. 118-14, approved March 23, 2024, the Office
of the Chief Financial Officer (OCFO) has reviewed the Mayor's request to reprogram Fiscal Year
2024 Special Purpose Revenue funds budget authority in the amount of $7,000 within the
Depai1ment of Energy and Environment (DOEE). Budget authority is needed to purchase supplies
necessary to conduct research and educational activities.
This reprogranuning is below the $500,000 tlu-eshold amount requiring approval by Council.
However, another reprogranuning from DOEE has already been approved, and this
reprogranu11ing would result in a cumulative change to the budget of DOEE of more than
$500,000.
This action will reprogram budget authority within DOEE's Environmental division, from
Account Group 7131 00C (Other Services and Charges) to Account Group 711 lO0C (Supplies and
Materials). Budget authority is available due to less-than-anticipated federal grant match
requirements.

Why are the funds needed?
Funding is needed in the supplies category so that staff may purchase supplies necessary to
conduct federally-approved research and education activities.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.
How will the funds be reprogrammed?
Funds will be reprogrammed from professional services to supplies.
Why are the funds available?
Funds are being moved from grant match to no project/no award. DOEE did not receive the
federal grant that the SPR funds are currently programmed to match.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
If the reprogramming does not take place this fiscal year, DOEE will be unable to purchase
supplies necessary to conduct grant work.
