Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2024 Local Funds – ARPA - Local Revenue Replacement
in the amount of Two Hundred Sixty Seven Thousand $267,000 within the Department of For-
Hire Vehicles. This reprogramming is necessary to cover the costs of drivers and other essential
services incurred by DC School Connect. Reprogramming these funds is crucial to ensure that we
pay vendors and prevent disruptions that could negatively impact operations in planning the new
school year. The funds will be reprogrammed as outlined on the attached attributes sheet and
additional details are contained in the agency’s submission.

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Further Consolidated Appropriations Act, 2024, P.L. 118-14, approved March 23, 2024, the Office
of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram Fiscal Year
2024 American Rescue Plan Act (ARPA) Federal Payment for Local Revenue Replacement funds
budget authority in the amount of $267,000 within the Department of For-Hire Vehicles (DFHV).
The funds are needed to pay for essential expenses related to the DC School Connect program.
This reprogramming is below the $500,000 threshold amount requiring approval by Council.
However, another reprogramming from DFHV has already been approved, and this
reprogramming would result in a cumulative change to the budget of DFHV of more than
$500,000.
This action will reprogram budget authority within DFHV’s Operations program, from Account
Group 714100C (Government Subsidies and Grants) to Account Group 713100C (Other Services
and Charges). Funds are available based on the original appropriation but requires reprogramming
to meet current spending needs.

Funds ARPA within the Department of For-Hire Vehicles (DFHV)
The Department of For-Hire Vehicles (DFHV) requests a budget reprogramming of $267,000
within the ARPA - Local Revenue Replacement Fund 0100, Local Fund.
Why are the funds needed?
DFHV is seeking to reprogram Two Hundred Sixty-Seven Dollars of $267,000 from Grants &
Gratuities to Prof. Services Fee & Contr within the DC School Connect (DCSC). This
reprogramming is necessary to cover the costs of driver and other essential services incurred by
the program. The program is currently facing significant spending pressures due to the removal
of $1.6M during the mid-year budget cuts. Reprogramming these funds is crucial to ensure we
pay vendors and prevent disruptions that could negatively impact operations in planning the new
school year.
The mid-year budget cuts have reduced DCSC financial resources significantly, creating a
shortfall in our budget. As a result, we are unable to fully fund the necessary services, including
drivers, which were integral to the program’s success in school year 23-24. By reprogramming
funds, we can address this shortfall, thereby stabilizing the program and ensuring it meets its
objectives and service commitments.
This funding will also be essential to cover any upcoming expenditures between the summer,
including vehicle maintenance and other operational costs, and the start of the new school year.

Why are the funds available?
The funds were originally allocated under Grants & Gratuities to pay for driver services
from taxi companies.
What hardship will the District face if the action is postponed until the subsequent
fiscal year?
Postponing the reprogramming of funds would hinder the program's ability to pay for the vendors
and incur fines.
What programs, services, or other purchases will be delayed as a result of the action,
and the impact on the program or agency?
None. The funding source is from within DCSC’s programs and will serve the purpose of
continuing the operations of the program.
