Dolores Tucker Middle School Designation Act of 2024

Today I am introducing the “Dolores Tucker Middle School Designation Act of
2024.” This legislation will designate the school currently referred to as Euclid St. Middle
School, as Dolores Tucker Middle School, to honor Dolores Williams Tucker for her
remarkable community activism and significant contributions to the United States, the
District of Columbia, and the Ward 1 community.
Born on September 11, 1929, Ms. Tucker was a distinguished community leader,
who devoted her life to public service and political and community engagement. She grew
up on Euclid St., and Sherman Ave., one block away from Euclid Middle School. Educated
in D.C. public schools, Ms. Tucker was a graduate of Dunbar High School and earned her
B.A. and M.S. degrees from Catholic University. While working at the C.I.A., she obtained
a M.S. degree in Library Science.
In 1951 she began her career at the C.I.A. Library. Ms. Tucker received several
letters of appreciation and commendations for her contributions to the C.I.A. Library,
including one from the then Vice President of the United States, George H.W. Bush. She
also served as a member of the Director's EEO Advisory Panel and made history as the
first African American to receive the Career Intelligence Medal. At the time of her
retirement, she held the prestigious position of senior reference librarian.
Ms. Tucker was also an outstanding community activist, receiving numerous
commendations and awards for her tireless work. She was active in many community
clubs, civic associations, Advisory Neighborhood Commissions, police advisory
commissions, voting precincts, churches, local schools and universities, and political
campaigns. Carolina Missionary Baptist Church recognized her work, calling her “a light
of the world.” She was a faithful member of Plymouth Congregational United Church of
Christ, where she taught Sunday School for decades. She was especially proud of the fact
that she taught multiple generations of children, and that they remained in her close and
loving circle. Her life was centered around young people, whom she loved dearly and who
would come to her for advice and help with their problems. She was affectionately called
“Ms. D”, “Aunt D” and “Gran” by a host of people, young and old.
Ms. Tucker also served as the president of her co-op at 3128 Sherman Ave., the
Friendly Neighbors Cooperative, where she organized and hosted a Christmas prayer
breakfast for 45 years. The prayer breakfast would draw over 100 people, including the
entire building, firefighters and police officers from nearby districts, and city
councilmembers.
Ms. Tucker stood up for what she believed was right and fought injustice
throughout her life. She passed away on May 20, 2022, leaving behind a legacy of
dedication to community advocacy and political activism. By naming this school in her
honor, that legacy will continue to be an inspiration to future generations.

6 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That
7 this act may be cited as the “Dolores Tucker Middle School Designation Act of 2024”.
8 Sec. 2. Pursuant to sections 401 and 422(b) through (e) of the Street and Alley Closing
9 and Acquisition Procedures Act of 1982, effective March 10, 1983 (D.C. Law 4-201; D.C.
10 Official Code §§ 9-204.01 and 9-204.22(b) through (e)) (“Act”), and notwithstanding section
11 422(a) of the Act (D.C. Official Code § 9-204.22(a)), the Council designates the school in Lot
12 800 and 936 in Square 2882, bounded by Euclid St N.W., 9th St N.W., Barry Pl N.W., and Route
13 29.
14 Sec. 3. Fiscal impact statement.
15 The Council adopts the fiscal impact statement in the committee report as the fiscal
16 impact statement required by section 4a of the General Legislative Procedures Act of 1975,
17 approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).
18 Sec. 4. Effective date.

19 This act shall take effect after approval by the Mayor (or in the event of veto by the
20 Mayor, action by the Council to override the veto), a 30-day period of congressional review as
21 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
22 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of
23 Columbia Register.
