Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202(c-3) of the Procurement Practices Reform Act of 2010 (D.C. Official
Code § 2-352.02(c-3)), enclosed for consideration and approval by the Council of the District of
Columbia is proposed Modification No. M01 to Contract No. DCAM-21-NC-RFQ-0002W1 with
Star Enterprises, Inc., to exercise option year one of the contract in the not-to-exceed amount of
$5,000,000.00. The contract modification’s period of performance is from October 1, 2024,
through September 30, 2025.
Under the proposed modification, Star Enterprises, Inc., will continue to provide various interior
and exterior general maintenance and repair services related to concentrated work order reduction
efforts including emergency response, routine services, preventative maintenance services, and
project-driven work under its contract with the Department of General Services (“DGS”).

contractor is current with its District taxes. If the Citywide Clean Hands Database
indicates that the proposed contractor is not current with its District taxes, either: (1) a
certification that the contractor has worked out and is current with a payment schedule
approved by the District; or (2) a certification that the contractor will be current with
its District taxes after the District recovers any outstanding debt as provided under D.C.
Official Code § 2-353.01(b):

The Office of the Chief Financial Officer has acknowledged that proposed Modification No.
M01 is within the appropriated budget authority for the agency for the fiscal year and is
consistent with the financial plan and budget adopted in accordance with D.C. Official Code
§§ 47-392.01 and 47-392.02. The applicable Fiscal Sufficiency certification accompanies this

Contractors (thereafter, the “Services”) with Star Enterprises, Inc. (the “Contractor”) has an annual
guaranteed ordering minimum of $50 and non-guaranteed maximum Not-to-Exceed (“NTE)
ordering ceiling of $5,000,000 for Fiscal Year 2025. The Contractor will provide the Services
pursuant to the issuance of individual task orders during the period of October 1, 2024 through
September 30, 2025.
As the Agency Fiscal Officer of the Department of General Services (the “Department”), I hereby
acknowledge that the District’s FY 2025 Budget for the Department includes funds for the
proposed modification to the ID/IQ Contract with Star Enterprises, Inc. in the amount of $50.00,
and funds supporting individual task orders, if any, will be subject to the availability of funding
during Fiscal Year 2025.

Related Facility Maintenance, Repair & Other Specialized Service Contractors
are hereby modified as follows:
1. In accordance with Section 1.6 Option Year , the District hereby fully exercises Option Year One (1). The Contract Period of Performance during Option Year 1
is from October 1, 2024 through September 30, 2025.
2. The Department will order and the Contractor shall deliver at least the minimum of $50 and a maximum of $5,000,000 in services during the Option Year 1 in
DGS Services Schedule Pre-qualification of General Contractors, Skilled/Unskilled Trade Subcontractors & Related Facility Maintenance, Repair & Other
Specialized Service Contractors during Option Year 1.
3. CONTRACT RECAP: The total Contract Not-to-Exceed Amount ("NTE Amount") for all Task Orders issued against this Contract during Option Year 1 shall
not exceed $5,000,000.00 .
4. The US Department of Labor Wage Determination Schedule No. 2015-4282 Rev No. 30 dated July 22, 2024 is hereby incorporated as Exhibit A to
Modification No. M01. The Contractor agrees and acknowledges that it shall be in compliance with the most current requirements of the US Department of
Labor Wage Determination Schedule which is applicable on the effective date of each Task Order issued. Thus, the Contractor agrees and acknowledges that
the most current requirements of the US Department of Labor Wage Determination Schedule shall be incorporated into the Contract with each Task Order
issued.
5. The Contractor agrees and acknowledges that it shall be in compliance with the most current requirements of the District of Columbia Living Wage Act of 2006,
D.C. Official Code §§ 2-220.01 – 2-220.1, that are applicable on the effective date of the modification and incorporated as Exhibit B . Thus, the Contractor
agrees and acknowledges that the most current requirements of the Living Wage Act of 2006 shall be incorporated into the Contract.
6. RELEASE: It is mutually agreed that in exchange for this Modification and other consideration, the Contractor hereby releases, waives, settles, and holds the
Department harmless from any and all actual or potential claims or demands for delays, disruptions, additional work, additional time, additional costs, contract
extensions, compensation, or liability under any theory, whether known or unknown, that the Contractor may have now or in the future against the Department
arising from or out of, as a consequences or result of, relating to or in any manner connected with this Modification, the above-referenced Services, and the
work provided pursuant to the Agreement.
7. All other Terms and Conditions under Contract No. DCAM-21-NC-RFQ-0002W1, remain unchanged.
Except as provided herein, all terms and conditions of the document referenced in Item (9A or 10A) remain unchanged and in full force and effect
