19 To require the Department of Parks and Recreation to establish a Ward 8 chess club and
20 tournament program in partnership with District of Columbia Public Schools to
21 expand educational benefits that foster critical thinking and strategic skills among
22 students.

24 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA,
25 That this act may be cited as the “Ward 8 Chess Club and Tournament Act of 2024”.
26 Sec. 2. Establishment of partnership between DPR and DCPS for a Ward 8 chess
27
28 club and tournament program.

30 (1) The Department of Parks and Recreation (“DPR") shall establish a program in
31
32 partnership with District of Columbia Public Schools (“DCPS”) to expand to establish
33
34 and facilitate a Ward 8 Chess Club and Tournament accessible students in every ward:
35
36 (A) DPR and DCPS shall establish at least one program site;
37
38 (B) DPR and DCPS shall establish funding for materials and training.
39
40 (C) DPR and DCPS shall promote awareness through their agencies;
41
42 (D) DPR and DCPS shall establish criteria for chess club membership;
43
44 (E) DPR and DCPS shall establish criteria for the chess club membership in
45
46 consultation with local youth chess club organizers;
47
48 (F) DPR shall facilitate security to ensure the safety of chess club members and
49
50 tournament participants at DPR locations.

52 Sec. 3. Fiscal impact statement.

54 The Council adopts the fiscal impact statement in the committee report as the
55
56 fiscal impact statement required by section 4a of the General Legislative Procedures Act
57
58 of 1975, approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

60 Sec. 4. Effective date.

62 This act shall take effect following approval by the Mayor (or in the event of veto
63
64 by the Mayor, action by the Council to override the veto), a 30-day period of
65
66 congressional review as provided in section 602(c)(1) of the District of Columbia Home
67
68 Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-
69
70 206.02(c)(1)), and publication in the District of Columbia Register.
