17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
18 resolution may be cited as the "Alcoholic Beverage and Cannabis Board Jamal Holtz
19 Confirmation Resolution of 2024".
20 Sec. 2. The Council of the District of Columbia confirms the appointment of:

30 upon its adoption, to the nominee and to the Office of the Mayor.

Jamal Holtz
Mr. Jamal Holtz is a native Washingtonian from Ward 8, currently serving
as Chief of Staff at LINK Strategic Partners (LINK). He helps lead LINK’s
executive functions, business development, strategy, public affairs
portfolio, and Diversity, Equity, Inclusion, & Belonging work both
internally and externally. In 2022, he was recognized by the Washington
Business Journal as one of the top 25 business leaders under 25 for his
work on DEI&B and making an innovative impact in the region.
Mr. Holtz plays a critical role in advancing the firm’s mission and growth
across the country and abroad. At LINK, he often plays meaningful roles
in helping drive impactful initiatives across government, community engagement, and economic
development. He helped spearhead the creation of agency-specific racial equity plans in local
agencies, facilitating dialogues and focus groups to ensure government services prioritize equity.
Jamal has led large-scaled activations that spurred millions of dollars in economic impact and
creating hundreds of regional jobs. He is recognized for fostering engaging dialogues, empowering
communities, and championing collaborative efforts that transcend borders, fostering economic
opportunity and cultural exchange. In his LINK executive role, he is regularly in thought
leadership and presenter roles at national and international convenings such as SXSW, the Aspen
Institute Socrates Seminar, Concordia, the Young Elected Officials Network, the Festival of the
Diaspora, and many more.
In his civic work, Mr. Holtz served on the Juvenile Justice Advisory Group, where he advised the
Mayor’s office on juvenile issues, provided active consultation to government agencies, and
assisted in monitoring all juvenile detention and correction facilities and community-based
programs to ensure compliance to fit the needs of DC’s youth.
In addition, Mr. Holtz serves as a member of the Farmers Restaurant Group Diversity Council, an
advisory council to Farmers Restaurant Group executives (with nine restaurant locations across
the east coast) that works to provide insight and education on best practices related to human
resources, employee relations, communication (internal and external), and career development. He
also serves at his alma mater, the University of Rochester, on the Dean's Advisory Cabinet and as
an advisor on the university's Board of Trustees’ Diversity Advisory Council, advising the
university on diversity initiatives, admission and recruitment, student life, and other functional
areas of the university that contribute to building an inclusive culture and community. Other boards
and committees include Far Southeast Family Strengthening Collaborative, and Destination DC
Partnership & Alliance Committee. He is a lead organizer with the 51 for 51 statehood campaign,
fighting on behalf of 700,000+ residents to make DC the 51st state.
A Ward 6 resident, Mr. Holtz earned his Bachelor of Arts in Social Justice and Public Policy from
the University of Rochester.
