19 To amend the Business Improvement District Acts of 1996 to permit the Mayor to approve a
20 petition by the Anacostia BID to expand its geographic area to include exempt real
21 property owners.

23 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
24
25 act may be cited as the “Anacostia Business Improvement Districts Amendment Act of 2024”.
26
27 Sec. 2. Section 21 of the Business Improvement Districts Act of 1996, effective May 29,
28
29 1996 (D.C. Law 11-134; D.C. Official Code § 2-1215.21 et seq.), is amended as follows:

31 (a) Designate the existing text as subsection (a).
32
33 (b) A new subsection (b) is added to read as follows:

35 “(b) The Mayor may approve a petition by the Anacostia BID to expand its
36
37 geographic area to include exempt real property owners adjacent to or abutting the Anacostia
38
39 BID’s geographical area as delineated in DC Code §2-1215.59 .”.

41 Sec. 3. Fiscal impact statement.

43 The Council adopts the fiscal impact statement in the committee report as the
44
45 fiscal impact statement required by section 4a of the General Legislative Procedures Act
46
47 of 1975, approved October 16, 2006 (120 Stat. 2038; D. C. Official Code § 1-301.47a).

49 Sec. 4. Effective date.

51 This act shall take effect following approval by the Mayor (or in the event of veto
52
53 by the Mayor, action by the Council to override the veto), a 30-day period of
54
55 congressional review as provided in section 602(c)(1) of the District of Columbia Home
56
57 Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-
58
59 206.02(c)(1)), and publication in the district of Columbia Register.
