Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 ofthe Procurement Practices Reform Act of2010 (D.C. Official Code§
2-352.02), enclosed for consideration and approval by the Council ofthe District ofColumbia is
proposed Modification No. M0lO to Contract No. DCHBX-2023-C-0001 with Maximus US
Services, Inc. ("Maximus") to exercise option year two in the not-to-exceed amount of
$4,062,736.51. The period ofperformance is from October 1, 2024, through September 30, 2025.
Under the proposed modification, Maximus will continue to provide operational support needed
for a successful Exchange Contact Center. The Exchange Contact Center provides District
residents and small businesses quality technical and enrollment support for DC Health Link.

SUBJECT: Legal Sufficiency Review of Contract No. DCHBX-2023-C-0001 with Maximus
US Services, Inc.
The proposed action is to exercise option year 2 of the subject contract in the amount of
$4,062,736.51 to continue to operate an Exchange Contact Center that provides high quality
customer service, including technical and enrollment support, to individuals and small businesses
obtaining health insurance through DC Health Link, the District’s Affordable Care Act (ACA)
marketplace. The ECC roles and responsibilities are specified in the Affordable Care Act and the
Heath Benefit Exchange Authority Establishment Act of 2011.! The contractor will provide all
the necessary operational support needed for a successful ECC. Maximus US Services, Inc., will
work closely with HBX to continuously improve the quality of information and services
provided to District residents and small businesses,
