Dear Chairman Mendelson:
Pursuant to D. C. Official Code §2-352.02a, enclosed for consideration and approval by the
Council of the District of Columbia is proposed Modification TwentySeven (27) to Contract No.
CFOPD-22-C-021 with OST, Inc., to exercise option year three in the not to exceed amount of
$40,000,000.00. The period of performance is from October 1, 2024, to September 30, 2025.
Under the proposed modification, OST, Inc., shall continue to provide services as the Managed
Service Provider responsible for day-to-day management responsibilities and functions of
temporary resources staffing augmentation for the Office of the Chief Financial Officer (OCFO).
Option year three includes a consolidation of all OCFO staff augmentation contracts into one
managed solution and an anticipation of future temporary staffing needs.

x Contract Amount: The proposed contract modification is to exercise Option Year Three
for a total amount not to exceed $40,000,000.00 for the period of October 1, 2024, through
September 30, 2025.
x Unit and method of compensation: United States Dollars (USD) in accordance with
Section B, Pricing, of the contract.
x Contract Term: The contract has a base period of approximately six (6) months with four
(4), one (1) year options.
x Contract Type: Requirements
(2) The identifying number of the underlying contract, including the identifiers assigned to the
underlying contract by the Council for the base period of the contract and any subsequent option
periods:
The Council of the District of Columbia approved the Base Period of Contract No. CFOPD-22-C-021
via CA24-0447 in the amount of $10,000,000.00; approved Option Year One via CA24-0579 in the
amount of $20,000,000.00; and approved Option Year Two via CA25-0297 in the amount of
$40,000,000.00.
(3) A statement indicating that the contracting officer determined through the Citywide Clean
Hands Database that the contractor is current with its District taxes or has worked out and is
current with a payment schedule approved by the District, or that the contracting officer will
offset any outstanding amount pursuant to D.C. Official Code §2-353.01(9):
A Citywide Clean Hands check was performed on OST, Inc. and based on the results provided the
Contracting Officer has determined that OST, Inc. is current. The Clean Hands compliance document
is included in this Council package.
(4) A certification that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:

SUBJECT: Funding Certification: Option Year 3 OST, Inc. – CFOPD-22-C-021
By this memorandum I certify that funding is available up to the amount of $40,000,000. The
vendor, OST, Inc. will provide services as the Managed Service Provider (MSP) responsible for
the day-to-day management responsibilities and functions of the OCFO’s temporary resources
staffing augmentation program. OST, Inc will provide services when and if ordered per purchase
order request. The period of performance is October 1, 2024, through September 30, 2025.
The funding of $40,000,000 is contingent upon the approval of the FY2025 Appropriated Budget.
The proposed contract is within the appropriated budget authority for the agency. The proposed
contract is consistent with the financial plan and budget adopted in accordance with D.C. Code
§47-392.01and §47-392.02.
