To declare an emergency with respect to the need order the closing of the 20-foot-wide portion of
the public alley in Square 5051 in Northeast, in Ward 7.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Closing of a Public Alley in Square 5051, S.O. 21-00136,
Emergency Declaration Resolution of 2024”.
Sec. 2. (a) There exists an immediate need to approve emergency legislation ordering the
closing of a 20-foot-wide public alley in Square 5051 in Ward 7.
(b) The purpose of the alley closing is to facilitate the consolidation of 2 lots in Square
5051 into a single record lot, which will allow the owner to initiate the development of a 33,000
square foot office building with ground-floor retail uses. The site is part of a larger development
project now known as the Northeast Heights Town Center, which includes the headquarters for
the Department of General Services (which opened in June 2023), a new full-service grocery
store, approximately 1,350 residential units, and approximately 130,000 square feet of retail or
service uses.
(c) Permanent legislation, the Closing of a Public Alley in Square 5051, S.O. 21-00136,
Act of 2024, passed on 1st reading on July 9, 2024 (Engrossed version of Bill 25-614), will not
have second reading will not until September. Making the alley closing effective sooner than
second reading on the permanent legislation and subsequent congressional review will enable the
project to proceed without risk of further delay.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Closing of a Public Alley in Square 5051,
S.O. 21-00136, Emergency Act of 2024 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
