                   IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

                                          July 9, 2024

To declare the existence of an emergency with respect to the need to approve Modification Nos.

       1, 3, 4, and 5 to Contract No. DCAM-19-AE-0014 with Alphatec PC to provide

       architectural and engineering services for a new fleet maintenance facility, and to

       authorize payment for the goods and services received and to be received under the

       contract.

         RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this

resolution may be cited as the “Modification Nos. 1, 3, 4, and 5 to Contract No. DCAM-19-

AE0014 with Alphatec PC Approval and Payment Authorization Emergency Declaration

Resolution of 2024”.

        Sec. 2. (a) There exists an immediate need to approve Modification Nos. 1, 3, 4, and 5 to

Contract No. DCAM-19-AE-0014 with Alphatec PC (“Contract”) to provide architectural and

engineering services for a new fleet maintenance facility and to authorize payment for the goods

and services received and to be received under the contract.

        (b) By Modification No. 1, dated June 28, 2022, the Department of General Services

(“DGS”), on behalf of the Fire and Emergency Medical Services Department, increased the

amount of the Contract from $4,793,000 to $5,162,253.47.

        (c) By Modification No. 3, dated March 2, 2023, DGS increased the amount of the

Contract to $5,342,185.37.

        (d) By Modification No. 4, dated July 26, 2023, DGS increased the amount of the

Contract to $5,462,635.52.

        (e) Modification No. 5 will increase the amount of the Contract to $6,862,635.52.

        (f) Council approval is necessary because the modifications will increase the value of the

contract by more than $1 million during a 12-month period.

        (g) Approval is necessary to allow for the continuation of these vital services. Without

this approval, Alphatec PC cannot be paid for goods and services provided in excess of $1

million.

      Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute

emergency circumstances making it necessary that the Modification Nos. 1, 3, 4, and 5 to

      Sec. 4. This resolution shall take effect immediately.
