1 To amend section § 47-850 of the District of Columbia Official Code to provide that a surviving
2 spouse or domestic partner of a veteran may claim the Disabled Veterans Homestead
3 Exemption.

5 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
6 act may be cited as the “Spousal Homestead Exemption Amendment Act of 2024”.
7 Sec. 2. Section § 47-850 of the District of Columbia Official Code is amended as follows:
8 (a) A new paragraph 4 is added to read as follows:
9 “(4) For the purposes of this subsection, the term “eligible spouse” means the
10 surviving spouse or domestic partner of a veteran who was receiving the benefits provided under
11 this section prior to passing or who would have been eligible for the benefits prior to passing.”.
12 (b) Strike the word “veteran” wherever it appears and insert the phrase “veteran or
13 eligible spouse” in its place.
14 Sec. 3. Applicability.
15 This act shall apply as of October 1, 2022.
16 Sec 4. Fiscal impact statement.
17 The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
18 statement required by section 4a of the General Legislative Procedures Act of 1975, approved
19 October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

20 Sec. 5. Effective date.
21 This act shall take effect following approval by the Mayor (or in the event of veto by the Mayor,
22 action by the Council to override the veto) and a 30-day period of congressional review as
23 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
24 24, 1973 (87 Stat. 813; D.C. Official Code § 1).
