A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to approve Contract No.
CW77783 with Lamont Homes, Inc., and Modification Nos. 9, 10, 11, and 12 to Contract
No. CW77783, and to authorize payment for the goods and services received and to be
received under the contract.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Contract No. CW77783 with Lamont Homes, Inc. Approval and
Payment Authorization Emergency Declaration Resolution of 2024”.
Sec. 2. (a) There exists an immediate need to approve Contract No. CW77783 with
Lamont Homes, Inc., and Modification Nos. 9, 10, 11, and 12 and to authorize payment for the
goods and services received and to be received under the contract.
(b) On November 30, 2023, by Modification No. 9, the Office of Contracting and
Procurement (“OCP”), on behalf of the Department of Behavioral Health, exercised option year
4 of Contract No. CW77783 for the period December 1, 2023 through February 28, 2024, in the
not-to-exceed amount of $252,981.90.
(c) By Modification No. 10, dated February 28, 2024, OCP increased the not-to-exceed
amount to $813,977.20.
(d) By Modification No. 11, dated May 20, 2024, OCP increased the not-to-exceed
amount to $950,000.10.
(e) Modification No. 12 will increase the not-to-exceed amount to $1,225,990.20.
(f) Council approval is required because the modifications will increase the value of the
contract by more than $1 million during a 12-month period.
(g) Approval is necessary to allow the continuation of these vital services. Without this
approval, Lamont Homes, Inc. cannot be paid for goods and services provided in excess of $1
million for the period December 1, 2023 through November 30, 2024.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Contract No. CW77783 with Lamont
Homes, Inc. Approval and Payment Authorization Emergency Act of 2024 be adopted after a
single reading.
Sec. 4. This resolution shall take effect immediately.
