Enclosed for consideration and enactment by the Council of the District of Columbia is proposed
resolution, the "Multiyear Contract No. CW98192 with BFI Transfer Systems of Virginia, LLC
d/b/a Northern Virginia MRF Emergency Approval Resolution of 2024," and accompanying
emergency declaration resolution to approve multiyear Contract No. CW98192 with BFI Transfer
Systems of Virginia, LLC d/b/a Northern Virginia MRF.
Under the contract, BFI Transfer Systems of Virginia, LLC d/b/a Northern Virginia MRF will
process and market commercial and residential recyclable products. The not-to-exceed price for
the term of this multiyear contract with BFI Transfer Systems of Virginia, LLC d/b/a Northern
Virginia MRF is $8,085,600 for the two-year period of performance.

17 To declare the existence of an emergency with respect to the need to approve multiyear
18 Contract No. CW98192 with BFI Transfer Systems of Virginia, LLC d/b/a
19 Northern Virginia MRF to process and market commercial and residential
20 recyclable products.

22 RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That
23 this resolution may be cited as the "Multiyear Contract No. CW98192 with BFI Transfer
24 Systems of Virginia, LLC d/b/a Northern Virginia MRF Emergency Declaration
25 Resolution of 2024."
26 Sec. 2. (a) The Office of Contracting and Procurement, on behalf of the
27 Department of Public Works, proposes to enter into a multi year contract with BFI
28 Transfer Systems of Virginia, LLC d/b/a Northern Virginia MRF to process and market
29 commercial and residential recyclable products.
30 (b) The not-to-exceed price for the term of this multi year contract with
31 BFI Transfer Systems of Virginia, LLC d/b/a Northern Virginia MRF is $8,085 ,600 for
32 the two-year period of performance.
33 (c) Approval is necessary to allow the District to receive the benefit of
34 these vital services in a timely manner from BFI Transfer Systems of Virginia, LLC d/b/a
35 Northern Virginia MRF.
36 (d) These critical services can only be obtained through an award of the
37 multiyear contract with BFI Transfer Systems of Virginia, LLC d/b/a Northern Virginia
38 MRF.
39 Sec 3. The Council of the District of Columbia determines that the circumstances
40 enumerated in section 2 constitute emergency circumstances making it necessary that the
41 “Multiyear Contract No. CW98192 with BFI Transfer Systems of Virginia, LLC d/b/a
42 Northern Virginia MRF Emergency Approval Resolution of 2024” be adopted after a
43 single reading.
44 Sec. 4. This resolution shall take effect immediately.
