A CEREMONIAL RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
July 9, 2024
To recognize and honor Bernice “Bicky” Corman for her work as Chair for the D.C. Sustainable
Energy Utility (“DCSEU”) Advisory Board and her contributions to the District of
Columbia.
WHEREAS, Ms. Corman was appointed Chair of the DCSEU Advisory Board (“Board”)
in 2015;
WHEREAS, Ms. Corman advised and monitored DCSEU’s efforts to increase energy
efficiency, renewable energy, and workforce development in the District;
WHEREAS, Ms. Corman coordinated between DCSEU and the Department of Energy
and Environment (DOEE) to successfully adjust the DCSEU contract cycle from a 1-year to a 5-
year performance period;
WHEREAS, Ms. Corman collaborated with DOEE on the implementation and inclusion
of a greenhouse gas benchmark in DCSEU’s performance evaluations;
WHEREAS, Ms. Corman communicated the Board’s findings to the Council of the
District of Columbia through the submission of annual reports;
WHEREAS, Ms. Corman led the Board’s consideration of energy efficiency and demand
response programs proposed by Pepco and Washington Gas, pursuant to Section 201 of the
CleanEnergy DC Omnibus Amendment Act of 2018;
WHEREAS, Ms. Corman submitted the Board’s comments to the Public Service
Commission on Formal Case 1160, successfully advocating for meetings of the Technical Issues
Working Group to be held more frequently than originally provided in Order No. 21030 in order
to properly evaluate pending proposals for use of ratepayer funds prior to their enactment;
WHEREAS, Ms. Corman has utilized her robust expertise in environmental law and
dedication to fostering economic opportunity in support of environmental justice, sustainability,
and vitality;

WHEREAS, Ms. Corman is a Ward 2 resident who has helped to shape a more
environmentally sustainable District, both present and future;
WHEREAS, after 8 years volunteering on the DCSEU Advisory Board, Ms. Corman will
continue her climate and environmental advocacy, working towards a greener, more sustainable
city.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Bernice ‘Bicky’ Corman Recognition Resolution of 2024”.
Sec. 2. The Council of the District of Columbia recognizes and celebrates Bernice
“Bicky” Corman’s service and accomplishments as Chair of the DCSEU Advisory Board and the
profound impact she has had on improving the environmental sustainability of the District and
improving District residents’ lives through her work.
Sec. 3. This resolution shall take effect immediately.
