17 RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
18 resolution may be cited as the “BoardofDirectors of the Washington Metropolitan Area Transit
19 Authority Spring Worth Reappointment Resolution of 2024”.
20 Sec. 2. The Councilofthe District of Columbia appoints:

27 Authority in accordance with section 5 of the Washington Metropolitan Area Transit Authority
28 Compact, approved November 6, 1966 (80 Stat. 1324; D.C. Official Code § 9-1107.01(5)), and
29 the Washington Metropolitan Area Transit Authority Board of Directors Act of 2012, effective
30 April 27, 2013 (D.C. Law 19-286; D.C. Official Code § 9-1108.11), fora term to end June 30,
31 2028.
32 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
33 upon its adoption, to the appointee, the Washington Metropolitan Area Transit Authority, and to
34 the Officeof the Mayor.
35 Sec. 4. This resolution shall take effect immediately.

Conduct policy analysis on transit issues and advise District WMATA board members. Manage Consultant teams and Interns
while serving as a liaison to WMATA transit agency. Lead meetings with City Council and serve as point person for roadway
design, construction, and delivery of cutting-edge projects with budgets averaging $5M. Manage planning and environmental
process for transportation projects. Develop and oversee all strategic constituent correspondence and business outreach. Work
with colleagues across the country to develop standards for bus rapid transit systems. Lead community engagement that has
included presentations at 50+ meetings for up to 70 residents at ANC (Advisory Neighborhood Commission), stakeholder, and
other public meetings. Managed Federal Transit Administration’s Section 5310 Grant Program. Contributed to the development
of the federal Low or No Emission Grant and the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant.
Presented to Mayor Bowser in September 2019.
▪ Present key policy feedback to the District’s WMATA Board Members prior to monthly board and committee meetings on
best practices for optimizing bus and rail operations.
▪ 16th Street NW Bus Lanes Project: Managed one of the most high-profile and innovative transportation projects in DC—a
project completed in only a few municipalities nationwide.
— Gained community support and developed feasibility plan: Anticipated and overcame obstacles facing the 16th Street
NW corridor.
▪ H Street NW Bus Priority Project and MLK, Jr. Avenue Bus Priority Project: Managed 2 additional bus priority projects,
including one that was developed as part of Mayor Bowser’s Covid Response.
— Partnered with real estate developers to ensure all transportation development plans maintained safe access (per ADA
guidelines) to bus stops during construction and that bus stops remained open during and after construction.
▪ Bus Automated Traffic Enforcement (ATE): Radically improved bus reliability and speed leading all elements of the project—
including procurement and delivery—for one of only a handful of cities in the country to enforce bus lanes and bus stops. Will
coordinate with WMATA on the placement of ~ 140 bus-mounted cameras.
The Capital City Fellows Program—District of Columbia Washington, DC
CAPITAL CITY FELLOW 2011–2013
The Capital City Fellows Program prepares Fellows to meet the challenges of local government public service.
Selected for mayoral initiative designed to attract recent master's degree graduates and develop management talent for the city
in public administration, public policy, urban planning, social work, and related fields. Fellows met with high-level city officials
and participated in educational and professional development training and seminars.

▪ Contributed to the development of the Healthy People 2020 Plan that established DC’s 9-year health agenda.
▪ Researched best practices for community assessment and engagement, consensus building, strategic planning, and outcome
measures. Coordinated with stakeholders and advised staff.
District Department of Transportation, Bicycle and Pedestrian Team, Planning & Sustainability Division
▪ Led public outreach for Bike-to-Work Day, Capital Bikeshare, and Car-Free Day.
▪ Contributed to the implementation of the L Street NW Cycletrack.
Department of Housing and Community Development, Rental Accommodations Division
▪ Co-led administration of the Inclusionary Zoning and Affordable Dwelling Unit Programs: Reviewed covenants, researched
properties, contacted internal/external stakeholders, drafted letters, tracked properties, and assisted with program policy
development.
District Department of Transportation, Transit Delivery Division
▪ Helped draft the federal TIGER grant application for Streetcar.
▪ Served as transit lead, reviewing/providing transportation feedback on real estate and commercial development projects.
▪ Played leadership role in the federal Section 5310 program budget and funding disbursement.

Managed development and implementation of the Marketview Heights Neighborhood Plan for this underserved minority
neighborhood in Rochester. Organized and facilitated monthly community meetings/events, including film screenings, block
parties, clean-ups & flower plantings. Produced public relations materials such as press releases, fliers, calendars & newsletters.
