Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification No. M003 to Contract No. CW104985 with Armedia, LLC to exercise
option year one in the amount of $1,271,384. The period of performance is from July 17, 2024
through July 16, 2025.
Under the proposed modification, Armedia, LLC will continue to provide a technology solution
that utilizes a secure state-of-the-art commercial-off-the-shelf case management system to improve
the efficiency, capacity, and provide better external and internal customer services for workers’
compensation in the District of Columbia.

(C) The goods or services to be provided, the methods of delivering goods or services, and any
significant program changes reflected in the proposed contract:
Armedia, LLC shall continue providing a technology solution that utilizes a secure state-of-the-art
commercial-off-the-shelf case management system to improve efficiency and capacity and provide
better external and internal customer services for workers’ compensation in the District of
Columbia.
(D) The selection process, including the number of offerors, the evaluation criteria, and the
evaluation results, including price, technical or quality, and past performance components:
The Office of Contracting and Procurement, on behalf of the Department of Employment Services
(DOES), issued a Request for Proposal to the open market with a 35% certified business enterprise
(CBE) subcontracting requirement on July 8, 2022, which was advertised in the Washington Times.
A virtual pre-proposal conference was held on July 14, 2022. On September 9, 2022, the District
received eight proposals in response to the solicitation. Seven of the proposals did not meet the
CBE subcontracting requirements and were determined to be ineligible for award. Armedia, LLC
submitted a compliant proposal. Based upon the findings of the technical evaluation panel and the
contracting officer’s independent review, the District awarded a contract to Armedia, LLC upon
council approval CA25-0311.
(E) A description of any bid protest related to the award of the contract, including whether the
protest was resolved through litigation, withdrawal of the protest by the protestor, or
voluntary corrective action by the District. Include the identity of the protestor, the grounds
alleged in the protest, and any deficiencies identified by the District as a result of the protest:
No protest was filed against this contract award.
(F) The background and qualifications of the proposed contractor, including its organization,
financial stability, personnel, and performance on past or current government or private
sector contracts with requirements similar to those of the proposed contract:
Armedia, LLC is an information technology service provider servicing government and public
sectors. Armedia, LLC has active contracts with the U.S. General Service Administration, the U.S.
Department of Agriculture, and the National Association of State Procurement Officials. Armedia,
LLC has been awarded several purchase orders by the District and has maintained a satisfactory
performance.

(G) A summary of the subcontracting plan required under section 2346 of the Small, Local, and
Disadvantaged Business Enterprise Development and Assistance Act of 2005, as amended,
D.C. Official Code § 2-218.01 et seq. (“Act”), including a certification that the subcontracting
plan meets the minimum requirements of the Act and the dollar volume of the portion of the
contract to be subcontracted, expressed both in total dollars and as a percentage of the total
contract amount:
Armedia, LLC has submitted a subcontracting plan that meets the 35% CBE subcontracting
requirement from the option year one total amount of $1,271,384.00 for a total amount of
$444,984.40.
(H) Performance standards and the expected outcome of the proposed contract:
Armedia, LLC failed to deliver the base year deliverables as planned in the contract Section F.
Armedia, LLC underestimated the complexity of the project, leading to extended delivery times
beyond the initial schedule. Additionally, DOES missed providing Armedia, LLC with the data and
information needed to complete the project as planned. Armedia and DOES have agreed on a
revised project management plan and are intending to complete the core of the system by the end of
the base year and delay the remaining public-facing deliverables until option year one.
While the overall risk is moderate, the Contract Administrator is committed to providing the
necessary resources to support this project and monitor the contract performance in option year one
to ensure Armedia, LLC will complete the system implementation and provide the District with a
case management system to improve the efficiency and capacity and provide better external and
internal customer services for workers’ compensation in the District of Columbia
(I) The amount and date of any expenditure of funds by the District pursuant to the contract
prior to its submission to the Council for approval:
None.
(J) A certification that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:
The Agency Fiscal Officer for DOES has certified that funds are available to proceed with the
contract award.
(K) A certification that the contract is legally sufficient, including whether the proposed
contractor has any pending legal claims against the District:
The proposed modification has been reviewed for legal sufficiency by the Office of the Attorney
General and deemed legally sufficient. The contractor has no pending legal claims against the
District.

(L) A certification that the Citywide Clean Hands database indicates that the proposed contractor
is current with its District taxes. If the Citywide Clean Hands Database indicates that the
proposed contractor is not current with its District taxes, either: (1) a certification that the
contractor has worked out and is current with a payment schedule approved by the District;
or (2) a certification that the contractor will be current with its District taxes after the District
recovers any outstanding debt as provided under D.C. Official Code § 2-353.01(b):
According to the District’s Clean Hands Certification dated May 8, 2024, the contractor is current
with its District taxes.
(M) A certification from the proposed contractor that it is current with its federal taxes, or has
worked out and is current with a payment schedule approved by the federal government:
Based on information contained in the bidder/offeror certification form, Armedia, LLC has certified
that it is current with its federal taxes.
(N) The status of the proposed contract as a certified local, small, or disadvantaged business
enterprise as defined in the Small, Local, and Disadvantaged Business Enterprise
Development and Assistance Act of 2005, as amended; D.C. Official Code § 2-218.01 et seq.:
Armedia, LLC is not a CBE.
(O) Other aspects of the proposed contract that the Chief Procurement Officer considers
