Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Further Consolidated Appropriations Act, 2024, P.L. 118-14, approved March 23, 2024, the Office
of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram Fiscal Year
2024 Local funds budget authority in the amount of $3,195,905 within the District of Columbia
Public Schools (DCPS).
This action will reprogram budget authority from DCPS’ Schools division, Account Group
701200C (Continuing Full Time – Others) to DCPS’ Schoolwide division, Account Group
701200C (Continuing Full Time – Others). This reprogramming is needed to properly place At-
Risk Substitute Teacher funding in the Schoolwide Services Division to service all schools. Funds
are available in DCPS’ budget based on the original appropriation but require reprogramming to
meet programmatic needs.

District of Columbia Public Schools (DCPS) is requesting a budget reprogramming of $3,195,904.79 in Local funds to
align the budget to their proper cost centers.
Why are the funds needed?
The funds are needed due to the SOAR-to-DIFS transition. At-Risk Substitute Teacher funding was incorrectly loaded on
to the budgets of Beers Elementary School (40009) and Houston Elementary School (40043), instead of the proper cost
center of Schoolwide Services Division meant to service all schools. This reprogramming makes At-Risk Substitute
funding available to all schools in need, as originally submitted in the BFA process.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
This reprogramming does not restore a budget cut authorized by the Mayor and/or Council.
How will the funds be reprogrammed?
The funds will be reprogrammed per the attached DIFS journal.
Why are the funds available?
District of Columbia Public Schools has funds available due to the budget being assigned to the wrong attributes.
What hardship will the District face if the action is postponed until the subsequent fiscal year?
The District will incorrectly show expenditures on Beers and Houston Elementary Schools that belong to all schools,
impacting the analysis of per-pupil expenditure data at the conclusion of each year.
What programs, services or other purchases will be delayed as a result of the action, and the impact on the program
or agency?
No other programs and or services will be delayed as a result of the reprogramming request.
