15 To declare the existence of an emergency, due to congressional review, with respect to the need
16 to amend the Open Meetings Act of 2010 to provide that a meeting shall be deemed open
17 to the public if the public body takes steps reasonably calculated to allow the public to
18 view or hear the meeting while the meeting is taking place, or, if doing so is not
19 technologically feasible, as soon thereafter as reasonably practicable.

21 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
22 resolution may be cited as the “Virtual Open Meetings Authority Extension Congressional
23 Review Emergency Declaration Resolution of 2024”.
24 Sec. 2. (a) On April 2, 2024, the Council passed the Virtual Open Meetings Authority
25 Extension Emergency Amendment Act of 2024, effective April 15, 2024 (D.C. Act 25-442; 71
26 DCR 4621) (“emergency act”), which expires July 14, 2024.
27 (b) On May 7, 2024, the Council passed the Virtual Open Meetings Authority Extension
28 Temporary Amendment Act of 2024, enacted May 29, 2024 (D.C. Act 25-482; 71 DCR 6752)
29 (“temporary act”). The temporary act is currently undergoing congressional review and has a
30 projected law date of August 1, 2024.
31 (c) Emergency legislation is necessary to prevent a gap in the law between the expiration
32 of the emergency act and the effective date of the temporary act.
33 Sec. 3. The Council of the District of Columbia determines that the circumstances
34 enumerated in section 2 constitute emergency circumstances making it necessary that the Virtual
35 Open Meetings Authority Extension Congressional Review Emergency Amendment Act of 2024
36 be adopted after a single reading.
37 Sec. 4. This resolution shall take effect immediately.
