17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
18 resolution may be cited as the "Board of Professional Counseling Kizzie McKay Confirmation
19 Resolution of 2024".

PHRI is a Core Service Agency (CSA) that provide outpatient behavioral health care and substance abuse treatment
to District of Columbia residents. PHRI operates @ Substance Use Disorder (SUD) program providing Level 2.5
Acted solely to remove the program from the moratorium from USPC prior to my hiring by providing,
contingency plan for oversight of daly (120) beds for co-occurring Modified Therapeutic Residential
Substance abuse treatment, hiring two clinicians and peer support specialist, and ensuring adherence to DC
‘Chapter 63 regulations for residential substance abuse treatment 3.1 program
‘Wrote the (substance abuse) speaking points for the Director of DOC for DC Council Performance
Oversight hearing for judiciary safety
Initiated tracking recidivism rates for released program participants and provided monthly data to Deputy

MBI is the largest for profit outpatient mental health agency in the District of Columbia predominantly serving
lower SES/ disenfranchised District of Columbia residents in Wards 1,2, 3, 4,5, 6,7 and 8.
Wrote the policy for Corporate Compliance for banning procedure (prohibited consumers and continuity of
care referral for outpatient mental health care)
Wrote the policy and Operational Manual for the Safety Protocol for staff and consumers (specifically
outlining how to disengage violent clients, evacuation emergencies, clients refusing medical advice, staff
shortages, and natural disasters). Additionally, drafted a site calendar for responsible parties for execution
of the Safety Protocol monthly and conducted mandated site fie drill.
Ultimate responsibility for the overall clinical, administrative and fiscal
‘operations of the site for MHRS (mental health rehabilitative service delivery)
Expert in Health Insurance Portability and Accountability Act (HIPAA). Ensure all staff was HIPAA

Kizzie McKay
Ms. Kizzie McKay is a licensed clinician who is passionate about
behavioral health and the needs of the public. As a District resident for
the past 25 years, she is proud to be a part of the efforts to positively
change the District of Columbia. Ms. McKay has worked with the most
vulnerable populations of District residents including homeless, acutely
mentally ill, persons diagnosed with HIV/AIDS, members of the
LGBTQIA+ community, and incarcerated and returning citizens.
Ms. McKay understands the needs of residents and knows how to
effectively implement change, acting as a conduit from top
(administration) to bottom (the residents). She has many additional
goals she intends to accomplish, including working on policy reform for persons suffering from
mental health and substance use disorders to receive access to quality treatment.
A Ward 1 resident, Ms. McKay earned her Bachelor of Science in Psychology and Biology, her
Master of Science in Neuropsychology, and her Doctor of Philosophy from Howard University.
