Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code§ 47-363 et seq.), I am
submitting a request to reprogram FY 2024 Federal Payment Funds in the amount of
$2,640,601.06 within the Department of Housing & Community Development. The Federal
Payment funds are being moved to various Programs and Cost Centers to align with the
Treasury's spend plan. This will align these programs budgets with their respective spending
plans for the fiscal year of 2024. The funds will be reprogrammed as outlined on the attached
attribute sheet.
Details of the request are contained in the agency's submission. Thank you for your
consideration of this request. I look forward to the Chief Financial Officer's favorable review of
this request.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Further Consolidated Appropriations Act, 2024, P.L. 118-14, approved March 23, 2024, the Office
of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram Fiscal Year
2024 Federal Payment funds budget authority in the amount of $2,640,601 within the Department
of Housing and Community Development (DHCD). Budget authority is needed to fund projected
benefit payments for the Homeowner Assistance Fund.
This action will reprogram budget authority from DHCD’s Agency Management and Residential
and Community Service divisions, from multiple Account Groups, to the Agency Financial
Operations, and Residential and Community Services divisions, Account Groups 701100C
(Continuing Full Time), 701400C (Fringe Benefits – Current Personnel), 713100C (Other Services
and Charges), and 714100C (Government Subsidies and Grants). Budget authority is available in
the original appropriation but requires reprogramming to align with revised spending plans.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DHCD’s budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.

Why are the funds available?
‘The original spending plan included more budget for administrative costs and this action will move more
funds towards program costs. The personnel services in Executive Management and a portion of
Portfolio Asset Management are not required as initially budgeted. The Treasury approved revisions to
shift funding away from administration and toward benefit payments.
‘What hardship will the District faceif the action is postponed until the subsequent fiscal year?
The District will not be able to continue to fund benefit payments, and will be out ofcompliance with the
approved Treasury spend plan for HAF.
What programs, services or other purchases will be delayed as a result of the action, and the impact
on the program or agency?
