17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
18 resolution may be cited as the "Board of Funeral Directors Ernest T. Boykin Confirmation
19 Resolution of 2024".
20 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

Designed and implemented a landmark 15 year public /
private training initiative; empowering inner city
residents, by training and placing 98% of its graduates,
which accounted for an economic impact swing in
excess of $23 million dollars. Utilized place- based
approaches and piloted wrap-around strategies for
disconnected, low income families in their road to self-
sufficiency.
Formulated statewide and national strategies to build
strong relationships with political and community
influencers to ensure sustainability of implementation
over time.
A senior telecommunications executive, who has
maintained and assumed ultimate responsibility for
marketing direction, management and implementation
of complex Information Transport solutions. A skilled
process improvement expert, and workforce
development specialist, who has served as a
practitioner, consultant and trainer in developing
process improvement framework.

Ernest T. Boykin
Mr. Ernest T. Boykin is an active member of his community, serving
as the elected leader of 2,800 Catholic men who reside in the District
of Columbia as Knights of Columbus. In this capacity, Mr. Boykin has
overseen the collection and distribution of food to the needy, led
fundraisers to support the District’s Special Olympics effort, and
distributed over 1500 coats to children across the city during recent
winters. In addition, he has worked with the students of Georgetown
University’s “Grate Patrol”, as they rolled the streets of DC early
Saturday mornings, providing coffee, hot chocolate and sandwiches to
those who spent their nights sleeping on the street.
In addition to his active volunteer efforts, Mr Boykin, along with his
wife, is the co-founder of Capital Commitment—a not-for-profit initiative that trains and places
city residents in telecommunications careers.
Over the span of 15 years, Capital Commitment placed over 2800 men and women in jobs with
starting salaries in excess of $35,000 per year. For the most part, these were single mothers, at-risk
youth and individuals experiencing homelessness, who needed a second chance or a leg up towards
self-sufficiency.
A Ward 4 resident, Mr. Boykin earned his Bachelor of Arts in history and political science from
the University of Nebraska and his Master of International Relations from Columbia University.
