142; D.C. Official Code § 1-523.01), and pursuant to section 102 of the Commission on Poverty
Establishment Amendment Act of 2020, effective March 16, 2021 (D.C. Law 23-184; D.C. Official
Code § 3-641.02), I am pleased to nominate the following individual:

17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
18 resolution may be cited as the "Commission on Poverty Raymond D. Coates Confirmation
19 Resolution of 2024".
20 Sec. 2. The Council of the District of Columbia confirms the appointment of:

31 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
32 upon its adoption, to the nominee and to the Office of the Mayor.

address the socio-economic challenges faced by residents of the North Capitol

care for individuals and families in need of social services.
* Participated in community forums, meetings and conferences convened to
establish community responses to community challenges.

Raymond D. Coates
Mr. Raymond D. Coates is a native Washingtonian residing near the
Benning Road/ Fort Dupont Park communities who has spent his
professional career as a community advocate and social service
provider.
He has served in a variety of roles with the Edgewood/Brookland
Family Support Collaborative, the North Capitol Family Support
Collaborative, and Building Bridges to Success, Inc. While employed
with the collaboratives, Mr. Coates engaged with the community
providing direct services to the fathers, families, and youth of the
District of Columbia, providing services around family reunification, homelessness prevention as
well as youth aftercare services.
Through this work, Mr. Coates became increasingly aware of the physical, social and economic
impact environmental injustice has on the health and vitality of urban communities and resolved
to work to effect more positive outcomes between humans and their environment.
Mr. Coates is a graduate of the National Green Infrastructure Certification Program and is a
Certified Chesapeake Bay Landscape Professional. He is also a Master Gardener and Master
Naturalist, certified through the University of the District of Columbia.
With the knowledge and skills developed from his training and experience Mr. Coates created
Urban Landscaper, LLC, a conservation landscaping company that seeks to hire and train
community members for employment and other “green” economic opportunities including
learning to grow at its two greenhouse operations located in the Bellevue community.
Mr. Coates is a Ward 7 resident.
