Dear Chairman Mendelson:
Pursuant to D. C. Official Code §2-352.02a, enclosed for consideration and approval by the
Council of the District of Columbia is the proposed legislation and proposed Modification No.
Ten (10) to Contract No. CFOPD-19-C-041 with Intralot, Inc. to partially exercise a two-year
portion of Option Period One (1) in the not to exceed amount of $86,125.00.00. The period of
performance is from July 16, 2024, to July 15, 2026.
Under the proposed modification, Intralot, Inc. shall continue to provide sports wagering, lottery
gaming systems and related services on behalf of Office of Lottery and Gaming.

COUNCIL CONTRACT SUMMARY
(OPTION)
Pursuant to Section 202(c-3) of the Procurement Practices Reform Act of 2010, as amended, D.C.
Official Code §2-352.02(c-3), the following contract option summary is provided:
(1) The proposed contractor, contract amount, contract term, and contract type:
• Prime Contractor: Intralot, Inc.
• Subcontractors:
• CBEs: District Services Management; Guaranteed Maximum Price, LLP; M Jones and
Companies LLC; Potomac Supply Company; SBC Corporation; and Veterans Services
Corporation dba Vital Services Contractors
• Non-CBEs: Betfair Interactive US LLC d/b/a FanDuel Sportsbook; Instant Win
Gaming; INSPIRED Entertainment; and Online Media Interactive, LLC
• Contract Amount: The proposed contract amount for the two-year portion of Option
Period One (1) is $86,125,000.00.
• Unit and method of compensation: United States Dollars (USD) in accordance with
Section B, Pricing, of the contract.
• Contract Term: The contract has a base period of one (5) year term with one (1), five (5)
year option period. This proposed contract action is to exercise a two-year portion of
Option Period One (1).
• Contract Type: Requirements contract type
(2) The identifying number of the underlying contract, including the identifiers assigned to the
underlying contract by the Council for the base period of the contract and any subsequent option
periods;
The Council of the District of Columbia approved the Base Year of Contract No. CFOPD-19-C-041
via CA23-0168 in the amount of $215,000,000.
(3) A statement indicating that the contracting officer determined through the Citywide Clean
Hands Database that the contractor is current with its District taxes or has worked out and is
current with a payment schedule approved by the District, or that the contracting officer will
offset any outstanding amount pursuant to D.C. Official Code §2-353.01(a)(9):
A Citywide Clean Hands check was performed on Intralot, Inc and based on the results provided the
Contracting Officer has determined that Intralot, Inc.is current. The Clean Hands compliance
document is included in this Council package.
(4) A statement indicating that the proposed contract is within the appropriated budget
authority for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:

SUBJECT: Certification of funding availability for an extension of contract #CFOPD-19-C-

lottery and sports wagering gaming system, equipment and services for the Office
ofLottery and Gaming, and to administer its Lottery and Sports Wagering
Programs
Thereby certify that the Office of Lottery and Gaming has available eight million, one hundred
twenty-five thousand dollars ($8,125,000) in its FY 2024 budget, thirty-nine million
($39,000,000) in its FY 2025 requested budget, and will make available thirty-nine million
($39,000,000) in its FY 2026 budget, totaling eighty six million, one hundred twenty-five
thousand dollars ($86,125,000) for an extensionofcontract #CFOPD-19-C-041 from July 16,
2024 through July 15, 2026 with Intralot, Inc. to provide a lottery and sports wagering gaming
system, equipment and services for the Officeof Lottery and Gaming. Intralot will also
administer OLG’s Lottery and Sports Wagering Programs.
The proposed contract is within the requested FY’24 budget authority and is consistent with the
financial plan and budget adopted in accordance with DC Code, Sections 47-392.01 and 47-
392.02.
