Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202(c-3) of the Procurement Practices Reform Act of 2010 (D.C. Official
Code § 2-352.02(c-3)), enclosed for consideration and approval by the Council of the District of
Columbia is proposed Modification No. M0001 to Contract No. CW108186 with See Forever
Foundation in the amount of $4,018,746. The contract’s period of performance is from August 5,
2024, through August 4, 2025.
Under the proposed modification, the See Forever Foundation shall continue providing all general
education, special education, and related services to eligible Department of Corrections’ residents,
including those residents under 21 years of age who were previously identified as eligible to
receive special education services.

August 04, 2025: (1) $627,548 is available in the Fiscal Year 2024; (2) $500,000 is contingent
upon approval of the Fiscal Year 2024 supplemental budget and (3) $2,891,198 is contingent on an
approved budget for Fiscal Year 2025.
Future orders above the funds available are contingent upon the identification of additional
funding.
