Further Consolidated Appropriations Act, 2024, P.L. 118-14, approved March 23, 2024, the
Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram
Fiscal Year 2024 ARPA – Municipal Federal Payment funds budget authority in the amount of
$517,653 within the Department of Human Services (DHS). Funds are needed to align funds to
the approved ARPA Transgender and Gender-nonconforming (TGNC) Workforce Development
project, which is designed to expand support, services, and resources to transgender and gender-
nonconforming DC residents experiencing homelessness and seeking to obtain and sustain
employment that offers a living wage.
This action will reprogram budget authority from the Economic Security Administration division
to the Family Services division, within account group 714100C (Government Subsidies and
Grants). Budget authority is available due to funding being inadvertently budgeted into an
incorrect program.

adverse impact on DHS’ budget or the District’s financial plan. The OCFO has no objection to this

The Department of Human Services (DHS) is requesting a budget reprogramming of
$517,653.00 in Federal Payment, fund 4015918 (project#202225, Award#2001643). These
funds are needed to align funds to the approved ARPA T/GNC Workforce Development project,
which is designed to expand support, services, and resources to transgender and gender-
nonconforming (TGNC) DC residents experiencing homelessness and seeking to obtain and
sustain employment that offers a living wage.
Why are the funds needed?
The funds are needed to align funds to the approved ARPA T/GNC Workforce Development
project, which is designed to expand support, services, and resources to transgender and gender-
nonconforming (TGNC) DC residents experiencing homelessness and seeking to obtain and
sustain employment that offers a living wage.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No. This reprogramming is not to restore a budget cut that was authorized by the Mayor and/or
Council.

How will the funds be reprogrammed?
The funds will be reprogrammed from Cash Assistance (TANF) program – 700121, Government
Subsidies and Grants Account – 7141005; to Homeless Service Continuum – Youth program –
700176, Government Subsidies and Grants Account – 7141002.
Why are the funds available?
The funds are available due to funding being inadvertently budgeted into an incorrect program.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
If the reprogramming is not approved, the ARPA project will not be able to be properly tracked by
the program and cost center. ARPA projects require monthly reporting to OBPM which facilitates
their reporting to US Treasury. It also is subject to an annual single audit. This reprogramming
will ensure cleaner reporting and audit.
What programs, services or other purchases will be delayed as a result of the action, and the
impact on the program or agency?
If the reprogramming is not approved, the ARPA project will not be able to be properly tracked
by the program and cost center.
