A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
June 11, 2024
To declare the existence of an emergency with respect to the need to amend the Department of
For-Hire Vehicles Establishment Act of 1985 to authorize the Department of For-Hire
Vehicles to enforce traffic laws against carrier-for-hire vehicles.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Department of For-Hire Vehicles Delivery Vehicle Traffic
Enforcement Expansion Emergency Declaration Resolution of 2024”.
Sec. 2. (a) On October 4, 2022, the Council passed the Department of For-Hire Vehicles
Delivery Vehicle Traffic Enforcement Expansion Temporary Act of 2022, effective December
21, 2022 (D.C. Law 24-227; 69 DCR 13987).
(b) On September 19, 2023, the Council passed the Department of For-Hire Vehicles
Delivery Vehicle Traffic Enforcement Expansion Temporary Act of 2023, effective November
28, 2023 (D.C. Law 25-74; 70 DCR 13809).
(c) A permanent bill, the Department of For-Hire Vehicles Delivery Vehicle Traffic
Enforcement Expansion Amendment Act of 2023, as introduced on July 7, 2023 (Bill 25-416), is
pending in the Committee on Public Works and Operations. The provisions of this emergency
legislation are identical to the previous temporary acts and will prevent a gap in the law as the
Council advances the permanent legislation.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Department of For-Hire Vehicles
Delivery Vehicle Traffic Enforcement Expansion Emergency Amendment Act of 2024 be
adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
